In District R-1, buildings shall not exceed two and one-half (2 ½) stories, exclusive of basements, and buildings and structures shall not exceed thirty-five feet (35') in height, measured at the front of the building or structure from the average elevation of the exterior finished grade to highest point of the roof, as determined by the City prior to issuance of either a demolition or building permit.
