CHAPTER 1282

I-2 Heavy Industrial Districts

1282.01 PURPOSE.

   The I-2 Heavy Industrial District is established to provide for industrial uses for the purposes of storing, manufacturing, processing and distributing goods of such a nature that no objectionable byproducts of the activity, such as odor, smoke, dust, refuse, electrical magnetic interference and noise, are detectable beyond the lot on which the facility is located.

1282.02 PERMITTED USES.

   Permitted uses in an I-2 Heavy Industrial District are:
   (a)   All uses permitted in an I-1 Industrial District.
   (b)   Plaster manufacture and emery cloth and sandpaper manufacture.
   (c)   Boiler shops, machine shops and structured steel fabrication.
   (d)   Brick, pottery, tile and terra cotta manufacturing.
   (e)   Cooperage works.
   (f)   A forge or foundry.
   (g)   Meat packing, but not the slaughtering of animals or stockyards.
   (h)   Stone quarry or rock crushing.
   (i)   Sandblasting and cutting.
   (j)   Sewage disposal plants.
   (k)   Shoe and stove polish manufacture.
   (l)   Steam plants.
   (m)   Stone and monument works employing power-driven tools.
   (n)   Wireless communications facilities, subject to Chapter 1294.
   (o)   Other uses of a similar character, subject to such conditions as the City Council may impose.
   (p)   Adult uses, in accordance with Chapter 1292.

1282.03 SPECIAL INDUSTRIAL USE PERMITS.

   The following types of industrial uses require a special permit prior to the construction of facilities and/or their operation. The City Council will consider such a permit only after a recommendation by the Planning Commission and after it is demonstrated that no hazardous, noxious or offensive emissions, odors, noise or water or air pollution will result from the operation. The industrial use must be compatible with adjacent land uses. The City Council and the Planning Commission may seek expert advice on the operation in question and types of conditions, if any, to be imposed if the permit is approved. The cost of such expert advice and assistance shall be borne by the applicant.
   (a)   The manufacture of enamel, lacquer, oil, paint, shellac and varnish.
   (b)   Wood distillation, including the manufacture of charcoal, tar, turpentine and other byproducts. Outside and warehouse storage of scrap rubber; rubber reclaiming; carbon or lampblack manufacture; petroleum storage (in quantities greater than tank car lots); tar distillation; tar roofing and tar waterproofing manufacture; manufacture of disinfectants.
   (c)   Locomotive manufacture; railway car manufacture; boiler works; reducing or refining aluminum, copper, tin or zinc; steel furnace, blast furnace or works; blooming or rolling mill; power forge; pipe works; wire or rod mill; coke ovens.
   (d)   Pickles, vinegar or sauerkraut manufacture; cider mill; fish packing or storage; tobacco (chewing) manufacture.
   (e)   Automobile assembly.
   (f)   Bituminous or asphalt concrete mixing.
   (g)   Gas generation or storage for illumination or heating.
   (h)   Paper, paperboard and pulp manufacture.
   (i)   Wire or rod drawing.
   (j)   The manufacture of oil cloth, linoleum, enamel, lacquer, oil paint, shellac, varnish, turpentine and printing ink.
   (k)   Coal and coke yards; bituminous materials mixing plant.
   (l)   Flour or grain mill.
   (m)   Incineration of solid or liquid wastes.
   (n)   Scrap iron and metal, the storing or baling of scrap paper or rags and the outside storage of used lumber and materials salvaged from wrecked structures.
   (o)   Tallow, grease and lard manufacture or refining.

1282.04 USE REGULATIONS.

   All buildings, structures or premises within the I-2 District may be used for any lawful purpose not hazardous to the health and property of the neighborhood on account of the danger of fire or explosion, except that the following uses are prohibited:
   (a)   Tents; cabins; trailer coaches; trailer camps; motels; tourist cabins; dwellings.
   (b)   Junk yards and landfills, including, but not limited, to the disposition of industrial, toxic and/or nuclear waste.
   (c)   Gunpowder, nitroglycerin or other explosives manufactured as an end product, or the storage thereof.
   (d)   Petroleum refining and copper, tin or zinc smelting processes.
   (e)   The production of electrical energy by solid carbonaceous fuel, except by use of stacks of least 200 feet in height, for the dissemination of smoke therefrom.

1282.05 AREA REQUIREMENTS.

   Area requirements in an I-2 District are as follows:
   (a)   Minimum Lot Area. 85,000 square feet.
   (b)   Maximum Floor Area Ratio. The proportion of floor area of all structures to total lot area may not exceed forty percent.
   (c)   Minimum Lot Width at Building Line. 175 feet.
   (d)   Minimum Lot Frontage. 150 feet.
   (e)   Yards.
      (1)   Minimum front yard depth. Seventy-five feet.
      (2)   Minimum rear yard depth. Fifty feet.
      (3)   Minimum side yard width. Thirty feet.
      (4)   Minimum side yard width of lot adjacent to residential use. Fifty feet.
      (5)   Adjacent to Residence Districts. Yards adjacent to Resident Districts must meet the front, side and rear yard requirements, if greater than those required in an I-2 District.

1282.06 MAXIMUM BUILDING HEIGHT.

   No structure shall exceed fifty feet in height in an I-2 District.

1282.07 OFF-STREET AUTOMOBILE PARKING REQUIREMENTS.

   Off-street parking requirements in an I-2 District are as follows:
   (a)   Manufacturing, Warehousing and Distribution.
      (1)   Manufacturing. One per 1,000 square feet.
      (2)   Wholesaling. One per 1,000 square feet.
      (3)   Warehousing. One per 5,000 square feet.
   (b)   Requirements for Additional Buildings or Uses. For buildings or uses not scheduled above, the Planning Commission shall apply the unit of measurement set forth in the above schedule which is deemed to be most similar to the proposed building or use.
   (c)   Illumination of Parking Areas. Parking areas for nonresidential uses shall be illuminated to protect the public safety whenever the public street lights are lit and when the buildings served are in operation. The lighting fixtures shall be designed and located so as not to reflect direct rays of light in adjoining Residential Districts and streets. Intensity shall not be of excessive brightness or cause a safety hazard to users of such parking spaces or occupants of adjoining premises. The flickering or moving of intermittent illumination shall not be permitted.

1282.08 OFF-STREET LOADING REQUIREMENTS.

   Off-street loading spaces shall be provided in an I-2 District accordance with the following schedule:
   Manufacturing, Wholesaling and Warehousing.
   5,001 to 30,000 sq. ft.         1 berth
   30,001 to 80,000 sq. ft.      2 berths
   80,001 to 175,000 sq. ft.      3 berths
   Each additional 100,000 sq. ft.   1 berth
