CHAPTER 1255

Architectural Board of Review ABR

1255.01 ESTABLISHMENT AND TERMS.

   There is hereby established in the municipality an Architectural Board of Review, consisting of three members including the City Engineer or designee, City Zoning Official, and one member appointed by the Mayor. One member shall be trained in the field of architecture.
   (a)   Members will serve initial appointments of two three-year appointments, and one two-year appointment.
   (b)   Upon expiration of the original appointment, all appointments shall serve for three years.
   (c)   Board members may serve their full term, or until a successor is appointed. Vacancies, by resignations, incapacitation, dismissal, or otherwise shall be filled in the same manner as the initial appointments, and vacancies shall be filled for the duration of the vacated Board member's term.
   (d)   The Mayor shall also designate a Recording Secretary for the Board. This is a non-voting role. Duties will include documenting minutes, agendas, and distributing any additional documentation needed for the Boards official review of the file.
   (e)   All members are subject to City Council approval.
   (f)   Removal of members will come as a recommendation from the Mayor and voted on by City Council.

1255.02 QUALIFICATIONS.

   One Board member shall be a registered architect authorized to practice architecture under the laws of the State of Ohio, and shall have been actively engaged in the general practice of architecture in the State of Ohio for a period of not less than five years prior to his or her appointment to the Board.

1255.03 OFFICERS: DUTIES.

   One member of the Architectural Board of Review shall be elected Chairman of the Board in March of each year and shall be responsible for the proper administration of its duties.

1255.04 PURPOSE; DUTIES.

   (a)   The purpose of the Architectural Board of Review is to preserve and protect the public health, safety and welfare by maintaining the high character of community development and protecting the real estate within this municipality from impairment or destruction of value by regulating buildings in the C-1 District and Town Center Overlay District, according to proper architectural principles and design as set forth in Section 1279.07, and by reviewing the use of materials, building design, finished grade lines and orientation of all new buildings hereafter erected, moved, altered, improved, or repaired, and the Board shall exercise its expertise and preform its duties for the accomplishment of such purposes only.
   (b)   The Architectural Board of Review will serve as an advisory body to the Planning Commission and/or City Council on any project that takes place in the C-1 District and Town Center Overlay District. The ABR shall review proposed building design and materials prior to Planning Commission and/or City Council's review of the site development plan. The ABR shall provide its recommendation on such elements to Planning Commission and/or City Council for their consideration.

1255.05 MEETINGS; PLAN PROCEDURE.

   The Architectural Board of Review will establish a meeting schedule. The Board will review the file, all plans and additional documentation, and draw its conclusion to recommend approval, approval with suggestions, or disapproval with written reason, and submit to the Planning Commission for further review and vote.
