Notwithstanding other provisions of this ordinance, fences and walls not more than six (6) feet high may be erected in any yard, but no such fence or wall or hedges or shrubbery shall be erected or grown in violation of section 14-120 above. Column or post finials (including bases) may exceed the maximum fence height by not more than two (2) feet or thirty-three (33%) percent of the post height, whichever is less. In addition, the columns or posts shall be placed no less than six (6) feet on center with the exception of access gates, which may be placed closer together. This subsection shall not be construed to prohibit the installation of retaining walls or other similar structures required for the safe development of a property and approved by the city. (Ord.
