No building or addition thereto constructed after the effective date of this ordinance, and no addition to a previously existing building shall be occupied, and no land shall be used for any purpose until a use and occupancy permit has been issued by the city manager, or designee. No change in a use other than that of a permitted use shall be made until a use and occupancy permit has been issued. (Ord. No. 12-16, Jan. 2013)
