Building permits required.
(a)
No building or other structure shall be erected, moved, added to or structurally altered without a building permit issued by the city manager, or designee.
(b)
No building permit shall be issued until the applicant agrees in writing to construct and/or make repairs to, at applicant's cost, such off-site improvements incidental thereto as the city manager, or designee, may require. The applicant may be required to post a bond payable to the city with good and sufficient securities in such amount as the city manager, or designee, determines will adequately cover the cost of such improvements or repairs.
(c)
A building permit shall expire eighteen (18) months from date of issuance unless construction has commenced and is being diligently pursued at such expiration date at which time an extension may be requested and granted in writing by the city manager or designee.
(d)
No grading, filling, stripping, excavation, demolition of existing structures or other disturbance to the natural ground covering of the land shall be commenced until a permit for such work has been issued by the city manager, or designee.
(1)
If such work is done in connection with the erection of a building or other structure for which a building permit has been issued and said work is also covered by the building permit, then no additional permit is required.
(2)
If such work is not being done in connection with the erection of a building or other structure for which a building permit has been issued, and the work involves demolition of an existing structure, said work shall require a demolition permit.
(3)
The following criteria must be met in order to qualify for a demolition permit when no plan is submitted for building after demolition:
(i)
A demolition permit is required when a structure is to be removed completely, including the foundation. The property must be graded and seeded after removal unless new construction shall commence within thirty (30) days of the issuance of the permit on the location.
(ii)
Work must be completed within thirty (30) days from issuance.
(iii)
The progress of the work shall be executed so as not to create a danger to the public.
(iv)
All rubble and debris from demolition shall be removed from parcel before site inspection can be performed.
(v)
Must meet all requirements of Oak Hill codes and ordinances.
(vi)
Must meet all requirements of Metropolitan Nashville and Davidson County in reference to demolition of utilities or utility structures.
(vii)
Submittals relating to demolition shall include:
1.
A demolition plan must be submitted showing to what extent the structure would be dismantled.
2.
The means of disposal of all construction debris must be identified.
3.
Identify with specificity any possible collateral damage to neighboring properties and the precautions that will be taken.
4.
Identify with specificity how the contractor will barricade and secure the site when unattended.
5.
Provide a request for the temporary closing of any public sidewalk or street.
6.
Have attached document(s) stating that all pertinent utilities have been located and retired.
7.
Provide all required documents.
8.
Pay all required fees.
(e)
If the work involves grading, filling, stripping, excavation or other land disturbance, a plan for said work must be submitted for review and approval. The work must also comply, to the extent applicable, with the provisions of (d)(3) above relating to demolition.
