CHAPTER 17

28 COMMERCIAL ZONE - HEAVY COMMERCIAL-LIGHT INDUSTRIAL

17.28.010 Purpose/Allowed Uses

The purpose of zoning district Heavy Commercial/Light Industrial is to encourage the grouping of heavy/farm equipment, light manufacturing, industrial assembly, vehicle repair, vehicle sales, wholesale facilities, warehouses, business to business sales, communications relays/antennas, distribution/logistics centers, outdoor sales of new goods, and the uses of other commercial zones.

17.28.020 Disallowed Uses

Note: Special Uses may be granted pursuant to PMC 17.40, subject to the ability of political subdivisions, including the City and school districts, to provide services for the proposed use, and when it is not in conflict with the comprehensive plan.

17.28.030 Restrictions

  1. Outdoor displays shall be allowed with the following restrictions:
    1. All displays shall be kept neat and clean so as not to become a public nuisance;
    2. All displays shall be removed, changed, or otherwise altered after 30 days;
    3. Displays shall be at a minimum three (3) feet from the edge of the R.O.W.;
    4. No display that would interfere with or obscure a driver’s ability to safely operate a motor vehicle shall be allowed;
    5. Works-in-progress, tools, disassembled or otherwise incomplete products shall not be stored or displayed anywhere except in an enclosed utility yard.
  2. For structures with a parking lot between the ROW and the storefront, no display shall be allowed to encroach upon the R.O.W.


17.28.035 Special Provisions

  1. Storage Units/facilities- Storage units/facilities shall meet the following conditions:
    1. A masonry wall or privacy fence shall be constructed to the height of six (6) feet around the perimeter of the facility. Any fencing or visual barrier shall enhance the aesthetics of the surrounding area and, before construction, shall be approved by the Commission or its designees.
      1. As an alternative, storage units may be arranged in a way to enclose the facility, and the frontage facing any roadway be made aesthetically pleasing via building materials, landscaping, or both.
        1. If this alternative is chosen, a plan, subject to approval by the Planning and Zoning Commission or its designee, must be submitted before construction.
    2. The accessway up to the entrance of the yard be paved or hard-surfaced.
  2. Major Automotive Repair/Heavy Equipment Repair- Major Automotive Repair /Heavy Equipment Repair facilities shall have a utility yard and/or an enclosed building where works-in-progress, vehicles in any state of disassembly, and parts shall be stored. If a utility yard is utilized, a masonry wall or privacy fence shall be constructed to the height of six (6) feet around the perimeter.
    1. Any fencing or visual barrier shall enhance the aesthetics of the surrounding area and, before construction, shall be approved by the Commission or its designee.
  3. RV Parking- Facilities for the temporary parking of RVs and other motorized dwellings shall be enclosed with a masonry wall or privacy fence, excluding chain-link with privacy slats. Any vehicle parked in such a facility must move spots at least once per month. No mobile/manufactured homes shall be allowed. All water and sewer hook-ups shall be metered and any use paid to the City by the owner or operator of the facility.
