Fences not exceeding six feet in height (including berm) shall be permitted in the R-1 Residence District, R-2 Residence District, R-3 Residence District, R-4 Residence District, R-5 Garden Apartment and Townhouse District, R-5A Garden Apartment District, T-3 Townhouse Residence District, T-6 Townhouse Residence District, B-1 Central Business District, B-1A Business District, B-2 Turnpike District, B-3 Highway Commercial District, I.P. Industrial Park District and L.O. Laboratory and Office Building District subject to the following provisions:
1. Chain-link fences shall only be permitted to the rear of the dwelling. All chain-link fences in rear yards shall be coated with green or black vinyl.
2. Fencing for dog runs shall be considered accessory structures and shall meet the setback requirements for an accessory structure. Dog runs shall be exempt from the 150-square-foot size limitation set forth in Subsection
34-4.5.
3. Only split-rail fences and picket fences constructed of wood, aluminum, iron or PVC shall be permitted in the front yard setback as delineated by each applicable zone district. Such fencing shall have a minimum of 50% open area and shall be limited to four feet in height including berm. Chicken wire or privacy slats shall not be used to enclose the fence.
4. The finished face of the fence shall face to the outside of the property upon which the fence is located.
5. No fence exceeding four feet in height (including berm) shall be erected beyond the front building line, into the front yard.
7. No fence shall be installed, erected, replaced, or repaired until a fence application has been submitted to, and approved by, the Borough Zoning Officer. Any pool fence shall also require a permit issued by the Borough Building Department.
