ARTICLE 28

RSB REDWOOD SHORES BAYFRONT DISTRICT

28.1 - Purpose.

To provide a district for certain types of development on lands adjacent to San Francisco Bay which are compatible with the scale and appearance of developments within the Redwood Shores area of the City.

28.2 - Permitted Uses.

The following structures and uses are permitted in the RSB District:

Restored Wetlands.

28.3 - Accessory Uses.

The following structures and uses are permitted in the RSB District when accessory to a use permitted under Section 28.2:

Educational facilities for public, nonprofit institutions.

28.4 - Conditional Uses.

The following structures and uses are permitted in the RSB District subject to first securing a use permit therefor:

A.

Commercial recreation areas, uses, or facilities including playfields, golf courses and/or golf driving ranges, parks, marinas, and swimming pools;

B.

Public or private wastewater treatment plants in conjunction with the operation and maintenance of the existing South Bayside System Authority facility;

C.

Community centers and libraries;

D.

Household storage/warehouse facilities;

E.

Churches, synagogues, and other places of religious worship;

F.

Radio or other electromagnetic transmission and receiving antennas and related facilities;

G.

Any other use not otherwise listed in this article which is determined by the Zoning Administrator, after a public hearing, to be of the same general character as the uses permitted by this article and is not inconsistent with the purpose of this article.

28.5 - Specific Plan Requirements.

Prior to any development within the RSB District, a Specific Plan shall be prepared as set forth under California law (Govt. Code 65451) to provide a greater level of specificity in the planning of sites and also to show the scale and relationships of the uses and/or structures. The Specific Plan shall cover the entire RSB zoned parcels in the Redwood Shores area of the City.

28.6 - Height Regulations.

No building shall exceed either two (2) stories in height or thirty (30) feet in height. Radio or other electromagnetic transmission or receiving antennas and other accessory structures may exceed the foregoing height limit only upon review and approval of a Use Permit therefor.

28.7 - Lot Area.

The minimum building site area shall be one (1) acre.

28.8 - Lot Width.

Average lot width shall be fifty (50) feet. Every lot shall have minimum of thirty-five (35) feet of frontage on a public street.

28.9 - Lot Coverage.

No limitation.

28.10 - Yard Requirements.

A.

Front yards: Front yards shall have a minimum depth of twenty-five (25) feet. Minimum front yards shall be permanently landscaped.

B.

Side yards: There shall be a minimum combined side yard width of twenty (20) feet for both sides and no one (1) side shall have a width of less than ten (10) feet. Side yards on the street side of corner lots shall be equal in depth to the front yard requirement specified herein, and the twenty (20) feet of such side yard adjacent to the street shall be permanently landscaped.

Rear yards: Rear yards shall have a minimum depth of twenty-five (25) feet.

28.11 - Minimum Pervious Area and Stormwater Requirements.

A minimum of eighty (80) percent of each lot shall be pervious area, to be composed of landscaping, vegetated open space, or permeable paving materials, consistent with the provisions of Section 32.12 of the Zoning Ordinance, as that section may be amended from time to time. All development is also subject to the requirements of Chapter 27A (Stormwater Treatment Measures and Maintenance Program) of the Municipal Code, as that chapter may be amended from time to time. The minimum pervious area requirement may be reduced to not less than forty (40) percent by the Zoning Administrator upon a request for a conditional use permit, subject to an additional finding that other proposed stormwater treatment methods are adequate to comply with the provisions of Section 32.12 of the Zoning Ordinance and Chapter 27A of the Municipal Code. Such alternate stormwater treatment methods must be determined by the Engineering and Construction Division to reduce stormwater pollutants to an equivalent or greater level than would be achieved providing the required pervious area.
