CHAPTER 17

28 I-P-I INDUSTRIAL PARK AND/OR INDUSTRIAL DISTRICT

§ 17.28.010 Purpose.

The I-P-I district is intended to provide exclusively for modern, non-nuisance industrial, research laboratory, and large office uses that are compatible with adjoining industrial park uses.

§ 17.28.020 Uses permitted.

Uses permitted are as follows:
A. 
Administrative, executive, and professional offices;
B. 
Agricultural;
C. 
Automobile parking lot;
D. 
Bookbinding, printing, and lithography;
E. 
Research and development laboratories;
F. 
Business services;
G. 
Equipment rental and storage yards, equipment sales, commercial rental centers;
H. 
Experimental, film or testing laboratories;
I. 
Manufacturing of bakery goods, candy, cosmetics, pharmaceuticals, and the like, but not including production of fish or meat products, sauerkraut, vinegar, or the like, or the rendering or refining of fats and oils;
J. 
Manufacturing of electric and electronic instruments and devices such as television sets, radios, avionics, and computers;
K. 
Manufacturing, assembly or packaging of products from previously prepared materials, such as cloth, plastic, paper, leather, precious or semi-precious metals or stones, but not including such operations as saw and planing mills, or any manufacturing uses involving primary production of metals or chemical products from raw material;
L. 
Public and semi-public facilities and buildings, including, but not limited to, fire stations, police stations, water and wastewater treatment facilities, schools, churches, libraries, hospitals, community and civic centers;
M. 
Research and development laboratories;
N. 
Buildings and uses clearly accessory or incidental to any permitted use. When the accessory use is a residential building, its occupancy shall be limited to an employee of the company performing a service for which the residence is a part of that service; and
O. 
Any other research or light manufacturing use when conducted entirely within a building.

§ 17.28.030 Conditional uses.

The following are conditional uses in I-P-I district:
A. 
Animal feed stores;
B. 
Animal hospital/vet clinic;
C. 
Automobile repair shops;
D. 
Building materials and sales, not including concrete mixing;
E. 
Contractor yards;
F. 
Food and beverage sales, convenience market, deli, catering service;
G. 
Funeral and interment services, excluding crematorium;
H. 
Nursery, landscape materials;
I. 
Outdoor storage, corporation yard, materials yard, outdoor processing (more than 15% of site area)—minimum setback of 50 feet from a residential district;
J. 
Restaurant and refreshment stands and food retail (not including separate bar or lounge);
K. 
Service station, card lock fueling;
L. 
Tire, muffler or brake shop, auto parts store with retail sales storefront;
M. 
Unenclosed structures such as outside conveyor systems, or towers used for the transmission or reception of television, telephone, or radio messages – provided that the planning commission finds that any such structure, its proposed landscaping, siting, and operation will not adversely affect property in the district or be inconsistent with the purpose of the I-P-I district or be incompatible with Rio Vista Municipal Airport operations;
N. 
Utilities, utility equipment yards, telecommunications facilities, transmission towers;
O. 
Warehouses, distribution and wholesale uses;
P. 
Any other research or manufacturing use which the planning commission finds not to be inconsistent with the purpose of this chapter and which will not impair the present or future use of the properties in the surrounding area.

§ 17.28.040 Prohibited uses.

No provision of this chapter shall be interpreted to permit the establishment of the following in an I-P-I district:
A. 
Any activities which utilize fissionable or radioactive materials if their use results at any time in the release or emission of any fissionable or radioactive material into the atmosphere, the ground or sewage systems;
B. 
Saw or planing mills;
C. 
Junk, auto wrecking or salvage yards;
D. 
Manufacturing or production of gypsum, fireworks, wood pulp or the like;
E. 
Manufacturing, incineration or reduction of garbage, offal or dead animals;
F. 
Refining of petroleum;
G. 
Smelting of zinc, copper, tin or iron ores;
H. 
Stockyards or abattoirs;
I. 
Processing of sugar beets;
J. 
The production of fish products, sauerkraut, vinegar, or the like, or the rendering or refining of fats and oils;
K. 
Any use constituting or resulting in public or private nuisance because of excessive emission of any smoke, dust, gas, odor, fumes, noise, vibration, radioactive or fissionable materials, or refuse materials.

§ 17.28.050 Minimum lot area.

Minimum lot area: 1/2 acre.

§ 17.28.060 Maximum building height.

Maximum building height: 50 feet.

§ 17.28.070 Maximum lot coverage.

No maximum building coverage except as required for access, off-street parking, loading and unloading, drainage, required landscaping and setbacks.

§ 17.28.080 Minimum setbacks.

Minimum required setbacks:
A. 
Front yard: 25 feet.
B. 
Side yard: 20 feet, each side.
C. 
Rear yard: 20 feet.

§ 17.28.090 Site and architectural approval.

Site and architectural approval pursuant to Chapter 17.60 is required for all new structures and exterior improvements to existing structures in the I, I-P and I-P-I districts.

§ 17.28.100 Parking and loading requirements.

Parking and loading spaces shall be provided in accordance with Chapter 17.48.

§ 17.28.110 Minimum landscaping requirements.

All front yard areas not occupied by driveways or sidewalks shall be devoted to landscaping. "Landscaping" means the planting and maintenance of trees, shrubs, lawns, and other evergreen ground cover or material, and as provided in Section 17.44.130.
