CHAPTER 17

30 M-G GENERAL MANUFACTURING INDUSTRY DISTRICT

§ 17.30.010 Purpose.

The purpose of the M-G district is to permit the normal operations of almost all industries, subject to these regulations.

§ 17.30.020 Uses permitted.

Uses permitted in the M-G district are as follows:
A. 
Administrative, executive, and professional offices;
B. 
Agricultural;
C. 
Animal hospital/vet clinic;
D. 
Automobile parking lot;
E. 
Bookbinding, printing, and lithography;
F. 
Business services;
G. 
Crane and rigging yards and storage;
H. 
Equipment rental and storage yards, equipment sales, commercial rental centers;
I. 
Laboratories (experimental, film or testing laboratories);
J. 
Manufacturing of bakery goods, candy, food products and the like, but not including odorous products such as fish or meat products, sauerkraut, vinegar, or the like, or the rendering or refining of fats and oils;
K. 
Manufacturing of cosmetics, pharmaceuticals, and similar products;
L. 
Manufacturing of electric and electronic instruments and devices such as television sets, radios, avionics, and computers;
M. 
Manufacturing, assembly or packaging of products from previously prepared materials, such as cloth, plastic, paper, leather, precious or semi-precious metals or stones, but not including such operations as saw and planing mills, or any manufacturing uses involving primary production of metals or chemical products from raw material;
N. 
Outdoor storage, corporation yard, materials yard, outdoor processing (less than 15% of site area)—minimum setback of 50 feet from a residential district;
O. 
Public facilities, including, but not limited to, fire stations, police stations, water and wastewater treatment facilities;
P. 
Research and development laboratories;
Q. 
Services and suppliers to the natural gas industry; well drilling operators; drilling and gas production equipment servicing and leasing;
R. 
Small trucking operations (up to 10 commercial vehicles);
S. 
Trade/contractor shop uses; cabinet shops; electrical/plumbing shops; upholstering; HVAC shops; welding;
T. 
Water well drilling, geotechnical and exploration services, and equipment;
U. 
Buildings and uses clearly accessory or incidental to any permitted use. When the accessory use is a residential building, its occupancy shall be limited to an employee of the company performing a service for which the residence is a part of that service;
V. 
Any other research or light manufacturing use when conducted entirely within a building.
W. 
Employee Housing—Agricultural, that complies with California Health and Safety Code Sections 17008, 17021.6 and the other applicable provisions of the Employee Housing Act of California Health and Safety Code Section 17000 et seq.; where employee/farmworker housing (no more than 36 beds in a group quarters, or 12 units designed for use by a single family or household) must be treated as agricultural use.

§ 17.30.030 Conditional uses.

The following are conditional uses in M-G district:
A. 
Animal feed stores;
B. 
Automotive repair shops;
C. 
Building materials and sales, not including concrete mixing;
D. 
Cement, asphalt and gypsum production, batch plants;
E. 
Contractor yards;
F. 
Dump, disposal or solid waste recycling facility;
G. 
Food and beverage sales, convenience market, deli, catering service;
H. 
General Industry. Manufacturing/assembly from raw materials, bulk storage, processing and handling of raw materials and products, building materials manufacturing, saw and planing mills; uses in this category often involve large truck access and heavy equipment handling, and significant areas of outdoor storage of products, materials, equipment or fuel;
I. 
Household or business storage (mini-storage);
J. 
Nursery, landscape materials;
K. 
Outdoor storage, corporation yard, materials yard, outdoor processing (more than 15% of site area)—minimum setback of 50 feet from a residential district;
L. 
Restaurant and refreshment stands and food retail (not including separate bar or lounge);
M. 
Service station, card lock fueling;
N. 
Tire, muffler or brake shop, auto parts store with retail sales storefront;
O. 
Unenclosed structures such as outside conveyor systems, or towers used for the transmission or reception of television, telephone, or radio messages; provided that the planning commission finds that any such structure, its proposed landscaping, siting, and operating will not adversely affect property in the district or be inconsistent with the purpose of the M-G district or be incompatible with Rio Vista Municipal Airport operations;
P. 
Utilities, utility equipment yards, telecommunications facilities, transmission towers;
Q. 
Any other research or manufacturing use which the planning commission finds not to be inconsistent with the purpose of this chapter and which will not impair the present or future use of the properties in the surrounding area.

§ 17.30.040 Site and architectural approval.

Site and architectural approval is required for all new structures and exterior improvements to existing structures in the M-G district.

§ 17.30.050 Minimum lot area required.

Except as may otherwise be specified for any use for which a use permit is required by this chapter and except for farm dwellings on 20 acres or more, minimum lot areas in the district shall be one-half acre.

§ 17.30.060 Maximum building coverage.

No maximum building coverage except as required for access, off-street parking, loading and unloading, drainage, required landscaping and setbacks.

§ 17.30.070 Maximum building height.

Maximum building height: none, provided, that no structure shall exceed the height limitations, if located in an airport flight obstruction area, and provided that the fire chief certifies that such building, located, constructed and equipped as proposed, can be properly protected in case of fire.

§ 17.30.080 Minimum front yard.

Minimum front yard: 10 feet, except, that buildings shall not be less than 50 feet from the center line of the public road, or unless otherwise indicated by building lines on the sectional district maps.

§ 17.30.090 Minimum side yard.

Minimum side yard: 20 feet, except, that 40 feet shall be required for any building over one story or 25 feet in height when adjacent to any R district.

§ 17.30.100 Minimum rear yard.

Minimum rear yard: 20 feet, except that 40 feet shall be required for any building over one story or 25 feet in height when adjacent to any R district divided by a green belt.

§ 17.30.110 Loading requirements.

Loading spaces shall be provided as required in Section 17.48.020. Loading and unloading space shall not be located in the required front yard.

§ 17.30.120 Parking.

Parking shall be provided as required in Section 17.48.010.
