CHAPTER 17

10 R-E-1 RESIDENTIAL ESTATE ONE ACRE DISTRICT

§ 17.10.010 Purpose.

The regulations for this district are designed to stabilize and protect the residential characteristics of the district, to promote and encourage a suitable environment for family life. The R-E-1 district is intended to be used only for single-family homes and community services appurtenant thereto.

§ 17.10.020 Uses permitted.

Uses permitted are as follows:
A. 
Single-family dwellings or mobilehomes which meet the definition of a single-family dwelling stated in Section 17.02.040, but not including tents or recreational vehicles;
B. 
Accessory dwelling units;
C. 
Home occupations (Section 17.44.040);
D. 
Buildings and uses clearly accessory or incidental to any permitted use, including one noncommercial guest house on a minimum building site of one acre as provided in Section 17.44.090;
E. 
Adult day care homes;
F. 
Employee housing (agricultural) that complies with California Health and Safety Code Sections 17008, 17021.5, and the other applicable provisions of the Employee Housing Act of California Health and Safety Code Section 17000 et seq.;
G. 
Family day care home;
H. 
Residential care facility, small;
I. 
Residential care facility, large;
J. 
Supportive housing (Section 17.44.180);
K. 
Transitional housing (Section 17.44.180).

§ 17.10.030 Conditional uses.

Uses permitted, provided the conditions for a use permit as set forth in Section 17.66.070 are fulfilled:
A. 
Automobile parking lot, when adjacent to any C or M district;
B. 
Parks, playgrounds;
C. 
Rooming and boarding of not more than two persons per dwelling unit except that signs advertising same are prohibited;
D. 
Public and semi-public buildings, including, but not limited to, fire stations, schools, churches, libraries, hospitals, community and civic centers;
E. 
Convalescent and other 24-hour care facilities;
F. 
Nursery school, pre-school, and day care center.

§ 17.10.040 Minimum areas, yards, and other conditions.

Minimum building site areas required shall include all of the following. Upon the designation of an area to a particular minimum site area, such designation shall be used as a suffix to the R-E-1 designation.

In determining the minimum lot area, all public utility transmission line easements are to be excluded for the purpose of computing land areas, even though such easements are included in the subdivision design.
A. 
Minimum Footage—All Lots. Average width: 180 feet; minimum width at front property line: 150 feet, except that on a cul-de-sac street, or irregular lots, where unusual circumstances indicate, minimum width at the front property line shall be 100 feet on the bulb end, or irregular front of street.
B. 
Proportion.
1. 
Average depth: 240 feet.
2. 
Maximum ratio lot depth to lot width: 2-1/3:1.

§ 17.10.050 Minimum rear yard required.

On the rear one-half of the parcel or lot there shall be provided 20% of the total lot area in open land which shall have a minimum dimension of 15% of the average lot depth, provided that such dimension shall not be less than 15 feet. No principal building or structure attached thereto shall be closer than 35 feet to a rear lot line.

§ 17.10.060 Maximum lot coverages.

The maximum lot coverage for all structures shall be 25% of lot area.

§ 17.10.070 Maximum building height.

Maximum building height: 35 feet.

§ 17.10.080 Single-family dwellings-Special design review.

A. 
All single-family dwellings shall be reviewed by the zoning administrator or his or her designate to ensure compliance with Section 17.60.030(C) and any special design standards as shall be adopted by the city council. If found to be consistent with the adopted design guidelines the zoning administrator shall approve such plans as a part of the zoning permit procedure (Section 17.66.050).
B. 
The city shall charge a fee to the owner(s) of the single-family dwellings for such review at a rate as established by resolution of the city council.
C. 
If the zoning administrator finds the proposed single-family dwelling not to be consistent with the guidelines the zoning permit shall be disapproved. Such disapproval is appealable to the planning commission in accord with Sections 17.60.030(C) and 17.66.080.

§ 17.10.090 Parking.

A minimum of two covered off-street parking spaces shall be provided for each dwelling unit, except that no parking space shall be located in any front or side yard.
