CHAPTER 17

18 C-1 NEIGHBORHOOD COMMERCIAL DISTRICT

§ 17.18.010 Purpose.

The C-1 district is designed to provide an area for convenient day-to-day local shopping for residential neighborhoods. The size of such uses may range from a single corner store to a small shopping center, so long as the building scale and character have a pedestrian orientation compatible with adjacent residential uses.

§ 17.18.020 Uses permitted.

A. 
Any local retail business or service establishment, such as a grocery, fruit or vegetable store, bakery outlet, drugstore, barbershop and beauty shop, clothes cleaning and laundry pickup station, business or professional office, and the like, supplying commodities or performing services for residents of the neighborhood;
B. 
Restaurant, cafe, soda fountain; excludes entertainment or dancing;
C. 
Commercial parking lots for passenger vehicles and service station, provided that where any such use abuts any P district a minimum six-foot-high masonry wall or solid board fence shall be erected and maintained;
D. 
Adult day care homes;
E. 
Other retail, service, public or quasi-public uses which are similar in nature, function or operation to permitted uses listed, consistent with the intent of the district as stated in Section 17.18.010;
F. 
Family day care home.

§ 17.18.030 Conditional uses.

Uses permitted, provided the conditions for a use permit as set forth in Section 17.66.070 are fulfilled:
A. 
Park, playground, library;
B. 
Government offices;
C. 
Public and semi-public buildings, including, but not limited to, fire stations, schools, churches, libraries, hospitals, community and civic centers;
D. 
Convalescent and other 24-hour care facilities;
E. 
Nursery school, pre-school, and day care center;
F. 
Residential uses on upper floors or adjacent to storefronts or offices where the nonresidential use occupies space fronting on a public street or located at the front of a building (not separate residential structures);
G. 
Low barrier navigation centers;
H. 
Supportive housing (Section 17.44.180);
I. 
Transitional housing (Section 17.44.180);
J. 
Generally. Any other limited commercial, service, or public use similar in nature, function and operation to listed conditional uses and consistent with the intent of this district as described in Section 17.18.010.

§ 17.18.040 Maximum building height.

Maximum building height: 35 feet. Accessory building height: 15 feet.

§ 17.18.050 Minimum side yard required.

Minimum side yard: none, except where the side of a lot abuts upon the side of a lot in an R district in which case the abutting side yard shall be not less than five feet, and except where the side yard of a corner lot abuts on a street where the frontage of the block is partially in an R district, in which case the side yard adjacent to the street shall be 10 feet.

§ 17.18.060 Minimum front yard required.

Minimum front yard: none, except where the frontage in a block is partially in an R district in which case the front yard shall be the same as required in such R district. Except when the proposed building is a minimum of 100 feet from the residential district, and the frontage between the building and the residential district is part of the same parcel as the frontage of the building.

§ 17.18.070 Parking.

Parking shall be provided in accordance with the requirements listed in Section 17.48.010.

§ 17.18.080 Loading requirements.

Loading requirements: adequate private off-street space for the loading of all material, according to Section 17.48.020.

§ 17.18.090 Site and architectural approval.

Site and architectural approval is required for all uses in C-1 district.
