The Town Council may from time to time amend the number, shape, boundaries or area of any zone, or any regulation of or within such zones, or any other provision of the Zoning Ordinance, but any such amendment shall not be made or become effective unless the same shall have been proposed by or be first submitted for the approval, disapproval, or suggestions of the Planning Commission. If disapproved by the Planning Commission, it shall require the favorable vote of the Town Council within 30 days of Commission disapproval to become effective.

An amendment, supplement, or change to this ordinance may be initiated by the Town Council, Planning and Zoning Commission or property owners.

Whenever a property owner of any land or building desires a rezone of his/her property or change in regulations applicable thereto, he/she may file a request with the Planning and Zoning Commission. Said request shall explain the need for amendment or change and the circumstances regarding the request and any other information applicable to said request.

Upon initiation of an amendment by the Planning Commission or the Town Council or upon
petition of a property owner, the Planning Commission shall cause to be made an investigation of facts bearing on such initiation or petition as will provide necessary information to assure that the action of each such petition is consistent with the intent and purpose of this ordinance.
