MA Medical Arts District
A.
Purpose. This district is intended to permit the development of a master planned medical center complex, and to permit the location around the complex of closely related medical uses. In order to provide for an improved, convenient and efficient master planned health care system for the community, this district shall be developed in general accord with the a duly adopted master plan.
B.
Master Plan Required.
1.
Prior to zoning an area of land as part of a Medical Arts District, a master plan must be submitted to the Planning Division for review.
2.
The required master plan shall be in harmony with any relevant planning documents adopted by the City.
3.
The master plan shall have, at a minimum, sections addressing the following areas:
a.
Proposed land uses;
b.
Proposed building envelopes and setback;
c.
Proposed landscaping;
d.
Proposed location of public and private utilities;
e.
Proposed open space, parkland, areas of protected natural habitat;
f.
A conceptual transportation plan, including multi-modal linkages;
g.
A conceptual drainage plan;
h.
A parking plan;
i.
Proposed signage.
4.
The master plan must demonstrate the compatibility of both internal land uses, and compatibility with land uses on adjacent properties. Potential impacts may be reduced via setbacks, open space placement, landscaping, or other acceptable method.
5.
Wherever practical, the master plan shall allow for the extension of existing pathways, recreational areas, and open space, particularly when the open space protects a natural or scenic amenity.
6.
Upon completion of review by City staff, the master plan shall be scheduled for the next available Planning Commission meeting. The Planning Commission may recommend approval, approval with conditions, or denial for any master plan applying for a Medical Arts District. Upon receiving recommendation from the Planning Commission, the City Council shall consider the plan and rezoning request at their next available Council meeting. The Council shall approve, approve with conditions, or deny the rezoning request.
7.
Once approved by the City Council, the master plan becomes the governing document for land use considerations except where restricted in Sections C, D and E, or in any other applicable section of City Code. In any matter not addressed by the master plan, the applicable rules and regulations of this appendix shall apply.
8.
Any revisions to an adopted master plan must be reviewed by the Planning Commission, who must then provide recommendations to the City Council regarding the proposed amendments. The City Council may approve, approve with conditions, or deny any proposed amendments to a previously adopted master plan.
C.
Allowed Uses.
1.
Medical facilities and support or complementary services including the following: hospitals for the treatment of human ailments, ambulance service, clinics for outpatient medical services, dental, chiropractic, optical, osteopathic, urgent care, and similar facilities.
2.
Laboratories for medical, dental, optical, pharmaceutical and related purposes.
3.
Pharmacies and vendors of medical supplies.
4.
Medical research facilities.
5.
Helipads for medical helicopters serving a general hospital.
6.
Professional offices.
7.
Limited retail and service establishments catering primarily to the needs of medical employees, patients, and patient families including such uses as automatic teller machines, bookkeeping and transcription services, bookstores, card and gift shops, barber and beauty shops, florists, newsstands, photocopying service, and restaurants (excluding drive-through).
8.
Long-term care facility, assisted living/residential care facilities, residential homes for the aged and adult care centers.
9.
Child day care centers and day nurseries.
10.
Public parks and recreational facilities.
D.
Special Exemptions.
1.
Special Exemptions shall be reviewed and approved in accordance of Sheridan City Code Appendix A Section 14.
2.
The following uses may be permitted as special exemptions upon approval of the Board of Adjustments:
a.
Substance abuse treatment center.
b.
Extended stay facilities for visiting medical personnel or families of patients.
E.
District Standards.
1.
Unless otherwise specified and approved as part of the master plan, building setbacks, lot dimensions, height and area restrictions shall be as follows:
a.
Maximum height — 45 feet or four stories. <CONSIDER ADDITIONAL HEIGHT IN EXCHANGE FOR ADDITIONAL SETBACK>
b.
Front yard — 25 feet.
c.
Rear Yard — 25 feet.
d.
Side Yard — 25 feet.
F.
Parking.
1.
Parking shall be provided in accordance with the master plan approved by the City.
2.
Prior to building any facility or use not contemplated in the approved master plan, an addendum to the parking plan shall be submitted to the Planning Office for review and approval.
3.
All parking spaces shall be surfaced with asphalt or concrete. Alternative stall sizes and configurations may be contemplated so long as at least 80% of the total spaces provided are ten foot wide and twenty-two foot long as specified in Sheridan City Code Appendix A Section 2.
G.
Signage.
1.
All entrance signs shall be approved as part of the master plan approval process.
2.
The following regulations shall govern signs:
a.
All signage must be included in the sign plan included with the approved master plan. Wayfinding signage should be of adequate size and legibility for the typical viewer. Wayfinding signage must identify or direct members of the public to the location of a particular facility or service, and shall not be used to advertise generally.
b.
Building Identification Signage. Building identification signage shall be limited to two square feet for every linear foot of building façade up to a maximum of four hundred square feet. All other building signage, room numbers, emergency access, etc., shall not be regulated.
H.
General Provisions.
1.
The minimum size of a proposed Medical Arts District shall be 10 acres.
2.
Property zoned Medical Arts District shall comply in all other respects to applicable portions of City Code.
