R-O Rural Residence District

A.

Purpose. This district is intended to accommodate single family dwellings and accessory structures and uses for those areas of the community where it is desirable to maintain a semi-rural environment.

B.

Allowed Uses. The following uses may be operated as allowed uses in the district:

1.

Single-family dwelling.

2.

Fire station.

3.

Public park or playground.

4.

Essential public utility and public service installation. Such uses shall not include business offices, repair, sales or storage facilities.

C.

Allowed Accessory Uses. Any use which complies with all of the following conditions may be operated as an accessory use to an allowed use:

1.

Is clearly incidental and customary to and commonly associated with the operation of the allowed use.

2.

Is operated and maintained under the same ownership and on the same zone lot as the allowed use.

3.

Does not include structures or structural features inconsistent with the allowed use.

4.

Does not include residential occupancy.

5.

Livestock and fowl shall be permitted in the district in accordance with the following provisions:

a.

The number of livestock, including horses, cattle, sheep, burros or goats (excluding swine) allowed on a lot shall be limited to one animal per two (2) acres of lot area up to a total of two (2) animals. Off-spring shall be included in this allowance.

b.

Rabbits, fowl or poultry, including chickens, turkeys, geese, or game birds shall be limited to ten (10) rabbits or mixed fowl per acre.

c.

The keeping of dogs and cats shall be limited to three (3) of each per land owner.

d.

No commercial breeding of livestock, fowl, or dogs or cats shall be permitted.

e.

Areas of the lot, as well as accessory buildings or structures, devoted to livestock and fowl shall be maintained and kept in such a manner as to not constitute a nuisance to the surrounding properties.

6.

If operated wholly or partially within a structure containing an allowed use, the gross area utilized by the accessory use shall not exceed thirty (30) percent of the gross floor area of the allowed use.

7.

If in a separate, detached structure from an allowed use, the gross floor area devoted to the accessory use shall not exceed the gross floor area of the allowed use. Separate, detached structures containing an accessory use shall be, at a minimum, twenty-five (25) feet from structures containing an allowed use.

D.

Home Occupations. Home occupations shall be allowed provided all the following conditions are met:

1.

Such use shall be conducted entirely within a dwelling unit (not within accessory structures) and carried on by the inhabitants living there and no others.

2.

Such use shall be clearly incidental and secondary to the use of the dwelling unit for dwelling purposes and shall not change the residential character thereof.

3.

The total area used for such purposes shall not exceed twenty (20) percent of the gross floor area of the single-family dwelling.

4.

There shall be no exterior storage on the premises of material or equipment used as part of the home occupation.

5.

There shall be no offensive noise, vibration, smoke, dust, odors, heat or glare noticeable at or beyond the property line.

6.

A home occupation shall provide additional off-street parking of one (1) parking space for each two hundred (200) square feet of gross floor area occupied by the home occupation.

7.

No exterior advertising other than a small announcement sign, not more than one (1) foot square in area, shall be permitted.

8.

Home occupations shall be registered with the City Engineering Department and shall be issued a special use permit. Special use permits shall be reviewed and renewed annually. All home occupations not registered within one year of the effective date of this ordinance shall be discontinued upon notice by the City Engineer.

E.

Height Regulations.

1.

No building shall exceed a height of twenty-five (25) feet.

F.

Area Regulations.

1.

Front Yard: The minimum front yard shall be thirty (30) feet.

2.

Rear Yard: The minimum rear yard shall be forty (40) feet.

3.

Side Yard: The minimum side yard shall be fifteen (15) feet on each side of the building including accessory buildings or structures.

4.

Lot Area Per Family: Each single-family dwelling shall be located on a lot having an area of not less than one (1) acre (43,560 square feet).

5.

The minimum street frontage shall be one hundred and twenty-five (125) feet.
