The City Council may, from time to time, in accordance with the provisions of law, on its own motion or on petition, after report by the Planning Commission and after a public hearing in relation thereto, notice of the time and place of which hearing shall have been published in an official newspaper at least fifteen (15) days before the time of hearing, amend, supplement, change, modify or repeal the regulations herein and the boundaries of districts herein or subsequently established.
