CHAPTER 17

36 OPEN LAND DISTRICT

17.36.010: GENERALLY:

The purpose of the open land district is to preserve an open area without major infrastructure or uses that would have significant adverse impact aesthetics, riparian vegetation, wildlife or other natural environmental values of the landscape. The intent is that the open land district will provide opportunities public enjoyment, education, and interpretation in a park-like setting, and that any structures and developments will support this intent and minimally impact protected values. Classification of land within the open land district shall only be with the consent of the landowner. (Ord. 216, 1-31-2022: Ord. 44, 1977)

17.36.020: PERMITTED USES:

Permitted uses in the Open Land District are:
Walking/bicycle/snowmobile trails.
Interpretive signs and kiosks.
Benches/picnic sites.
Restrooms.
Existing roadways.
Bridges.
Culverts.
Parking areas.
Modifications or maintenance of existing structures and infrastructure.
Instream structures to manage and monitor fish and stream flow.
Construction and maintenance of facilities related to management or enhancement of permitted uses.
Motor vehicles on existing roadways or snowmobiles on city-designated snowmobile trails.
Rafting/floating/fishing on Valley Creek.
Planting native vegetation for environmental restoration projects.
Removing noxious or invasive non-native plants, or other vegetation as needed to implement management activities.
Minimal temporary structures associated with research activities. (Ord. 216, 1-31-2022)

17.36.030: PROHIBITED USES:

Prohibited uses in the Open Land District are:
Motorized vehicles off existing roadways and designated snowmobile trails.
Planting vegetation except as allowed above.
Removal of vegetation except as allowed above.
Camping/campfires.
Livestock grazing.
Gates and fences other than on the district boundary and along roadways. (Ord. 216, 1-31-2022)
