Any amendment to this title shall require the following action:

   A.   Complete public hearings by the city council after at least fifteen (15) days' notice prior to each of the hearings by publication, posting and mailed notification to property owners and residents within three hundred feet (300') of the external boundaries of the land or district subject to the proposed amendment.
