This title shall be known and cited as the "City of Stevenson Zoning Code."

It is the intent of the city council to provide uniform, equitable and reasonable standards to govern the usage of land and structures in the interest of public health, safety and the general welfare.

The zoning map adopted for the city is an official map and land use policy to control and direct the use and development of property in the municipal territory by dividing it comprehensively into districts according to the present and potential use of the properties.

A.
This title consists of the text hereof and that certain map or maps, signed by the mayor, clerk-treasurer and city attorney, and designated as "Zoning Map, City of Stevenson." Such map or maps have been examined and duly considered by the City Council.
B.
If any conflict between the maps and the text of this title arises, the text shall prevail.

In addition to the powers and duties assigned to the planning commission in Chapter 2.12 of this code, the planning commission may make recommendations to the council concerning amendments to the comprehensive plan, this Zoning Code and proposed zoning map changes.

Except as otherwise specifically provided, primary responsibility for administering and enforcing this chapter may be assigned by the mayor to one individual. The person to whom these functions are assigned shall be referred to in this chapter as the "zoning administrator" or "administrator."

A.
It shall be the duty of the zoning administrator to see that this title is enforced.
B.
For the purposes of ensuring enforcement and conformity, the zoning administrator shall develop application forms and permitting procedures to review proposals for land use and development in the city.

The proponents of all land use and development conducted under this chapter shall first submit a permit application for review by the administrator.
A.
Such application shall be accompanied by an application fee payable to the city in an amount established and periodically adjusted by the city council, which amount shall be nonrefundable and used to cover costs incurred in connection with the administrator's review, the publication and mailing of notices, and conducting the hearings provided for in this title. Payment of an application fee does not guarantee that a permit will be issued.
B.
Such application shall also be accompanied by a statement, signed by the property owner, which grants the administrator reasonable access to the subject property for the purpose of reviewing the proposal and carrying out the administrative duties of this title.
