50 - AMENDMENTS
The council may, upon proper application, upon recommendation of the planning commission, or upon its own motion, after public hearing and referral to and report from the planning commission, change by resolution the district boundary lines or zone classification as shown on the zoning map, provided such change is duly considered in relationship to a comprehensive plan.

A.
An application for a change of zone classification or district boundary lines submitted by the property owner, or his authorized representative, shall be filed with the zoning administrator at least twenty days before a regularly scheduled meeting of the planning commission.
B.
An application shall consist of a letter requesting the desired zoning amendment and stating the reasons for the request, together with a map of the subject area showing the proposed zone change and the existing zoning of adjacent lands.
C.
The application shall be accompanied by a check made payable to the city, in an amount established and periodically adjusted by the city council, which shall be nonrefundable and used to cover costs incurred in connection with posting of the premises, mailing of notices and conducting the hearings provided for in this title.
