The purpose of this chapter is to codify the specific intents and purposes of the land use regulations of the city, thereby enabling consistent interpretation of such regulations and advancing the comprehensive plan's policies for transparency in city government.

The council finds that farm animals and urban farm animals are generally incompatible with close-density housing within the city limits due to noise, odor, public health, and security issues. However, even in an urban setting, citizens may keep certain farm animals with minimal impact to adjoining neighbors, while helping residents access inexpensive, healthy food and environmentally-friendly alternatives to fertilizer, pesticide and noxious weed control.

The purposes of the signage regulations contained in this title are as follows:
A.
To promote Stevenson's commercial, institutional, and governmental service providers and further our role as the service center of Skamania County and the central Gorge;
B.
To protect the freedom of speech for Stevenson's citizens and property owners by incorporating content-neutrality into our regulation of that freedom;
C.
To maintain the extraordinarily scenic setting and small town appearance which each contribute to Stevenson's ability to develop our local economy;
D.
To reduce light pollution and signage-related impacts on the night sky;
E.
To prevent the proliferation of signage that is overly large, overly bright, or otherwise out of character with our setting;
F.
To avoid signage that adversely impacts pedestrian and vehicular safety;"

The purposes of the wind power generation facilities regulations contained in this title are as follows:
A.
To allow property owners to capture the abundant wind resources available in the Stevenson area by utilizing small-scale wind power generation facilities;
B.
To limit the size and proliferation of wind power generation facilities;
C.
To ensure that wind power generation facilities are compatible with Stevenson's small-town setting by limiting the perceptible noise impacts of such facilities;
D.
To ensure that wind power generation facilities are compatible with Stevenson's amphitheater-like context where downhill land uses are more visible to uphill land uses than vice versa.

The purposes of the wireless telecommunications regulations contained in this title are as follows:
A.
To establish clear and nondiscriminatory local guidelines for the regulation of wireless telecommunications facilities that promote the beneficial and minimize the adverse aspects of such facilities in accordance with the findings and policies of the comprehensive plan.

The beneficial aspects of wireless communications facilities include, but are not limited to:
a.
The provision and availability of advanced, high-quality, and diverse telecommunications services to city residents, businesses, visitors, the city, and other public institutions;
b.
The availability of diverse, multimedia information resources to the community, governmental agencies, and educational providers; and
c.
The rapid communication between providers of emergency or other critical services;
2.
The adverse aspects of wireless telecommunications facilities include, but are not limited to:
a.
The visual impact of telecommunications facilities on Stevenson's small town, rural, and extraordinarily scenic setting;
b.
The potential damage to property caused by telecommunications facilities which may otherwise be inadequately designed, constructed, modified, maintained, or abandoned;
c.
The proliferation of facilities as they keep pace with the rapidly changing state of the technology.
B.
To ensure that wireless telecommunications facilities are compatible with Stevenson's amphitheater-like context where downhill land uses are more visible to uphill land uses than vice versa.
C.
To promote competition among services and providers.
D.
To minimize unnecessary local regulation of providers and services.
