CHAPTER 18

33 C-2 RETAIL COMMERCIAL DISTRICT

§ 18.33.010 Purpose of district.

The purpose of the C-2 district is to stabilize, improve and protect the commercial characteristics of the retail business district of the city. The C-2 district is intended to provide a complete and intensive commercial center in the downtown commercial area.

§ 18.33.020 Principal permitted uses.

The following are principal permitted uses in the C-2 district, subject to site plan review as per Chapter 18.67:
A. 
Art, music, and hobby stores;
B. 
Business administration offices;
C. 
Business service establishments;
D. 
Department stores;
E. 
Dry goods stores;
F. 
Financial institutions;
G. 
Furniture and appliance stores;
H. 
Hotels and nonprofit clubs;
I. 
Miscellaneous retail stores;
J. 
Motion picture and legitimate theaters, concert halls, and assembly halls;
K. 
Professional offices;
L. 
Recreation and sports stores;
M. 
Restaurants including bars, dancing and entertainment;
N. 
Special schools;
O. 
Dry cleaning in facilities up to three thousand square feet in area;
P. 
Rug cleaning; laundromat;
Q. 
Cartography;
R. 
Editorial and graphics establishments.

§ 18.33.030 Permitted accessory uses.

Permitted accessory uses in the C-2 district are accessory uses and buildings customarily appurtenant to a permitted use, subject to the requirements of Sections 18.60.010 and 18.60.020.

§ 18.33.040 Conditional uses.

The following are conditional uses in the C-2 district, subject to site plan review as per Chapter 18.67:
A. 
Automobile rental agencies, commercial parking lots and parking structures, service stations;
B. 
Automotive services, general;
C. 
Commercial recreation facilities subject to the following:
1. 
Ingress and egress shall be at least twenty feet from any property line,
2. 
Landscape and screening provisions of Section 18.60.130 shall be followed;
D. 
Contractors' shops and yards;
E. 
Foodstores;
F. 
Mortuaries, crematories, and columbariums;
G. 
Plant nurseries;
H. 
Shopping centers, which are subject to all of the following:
1. 
Minimum size of two acres, including adjacent and associated lots developed, or managed, or owned by the same party, which may or may not be enjoying joint reciprocal parking and/or access, and
2. 
Placement of the PD planned development combining district on the entire project site, and
3. 
Approval of the final site plan by the city council after review by the planning commission;
I. 
Warehousing and wholesaling;
J. 
Residential uses, with the density and setback requirements of the R-3 zone.
K. 
Mobile home parks.
L. 
Massage establishments, provided they meet all of the following criteria:
1. 
Owned by a California Massage Therapy Council certified massage practitioner;
2. 
Employ only persons who are certified by California Massage Therapy Council;
3. 
Will not serve alcoholic beverages on the premises; and
4. 
Will not be open before 8:00 a.m. or after 9:00 p.m.

§ 18.33.050 Height regulations.

No building or structure shall exceed forty-eight feet in height, except as provided in Section 18.60.110.

§ 18.33.060 Area, lot coverage, and yards.

The following shall apply in the C-2 district:

§ 18.33.070 Other conditions.

A. 
Off-Street Parking. Off-street parking is required for all uses, and loading facilities are required if appropriate, as provided in Chapter 18.63.
B. 
Landscaping. All parts of the required front yard except the area used for walks and driveways shall be landscaped as prescribed in Section 18.63.130.
C. 
Indoor Uses. All uses shall be conducted wholly within a completely enclosed building, except for service stations, off-street parking and loading facilities, plant nurseries, newspaper stands, ice machines, and kindred uses. Except for nursery stock, all merchandise shall be stocked indoors. Goods for sale shall consist primarily of new merchandise and shall be sold at retail on the premises, except for occasional side-walk or parking lot sales.
