For purposes of this section only, the following terms shall have the following corresponding meanings:
ANTENNAshall mean any exterior transmitting or receiving device mounted on any tower, building or structure and used in communications that radiate or capture electromagnetic waves, digital signals, analog signals, radio frequencies (excluding radar signals), wireless telecommunications signals or other communication signals.
APPLICANT for purposes of this subsection, shall mean any individual, partnership, corporation or other entity desiring to construct, erect or install an antenna, or telecommunications tower within the Borough of Woodland Park;
CELL SITEshall mean radio antennas and related equipment that send and receive radio signals to and from subscribers' cellular telephones.
CELLULAR COMMUNICATIONS FACILITYshall mean a commercial facility selling transmitting/receiving air facilities, available equipment and customary support facilities, access and security facilities, but shall not include microwave or television transmission.
CO-LOCATIONshall mean use of a common telecommunications tower or antenna support structure or a common site by two (2) or more wireless license holders for more than one (1) type of communications technology and/or placement of antennas on a structure owned or operated by a utility or other public entity.
FAAshall mean the Federal Aviation Administration.
FCCshall mean the Federal Communications Commission.
HEIGHTshall mean, when referring to a tower or other structure, the distance measured from the lowest finished grade of the parcel to the highest point on the tower or other structure, including the base pad and any antenna.
OWNERshall mean, the owner of any cellular communications facility, which has been installed and/or is operated within the Borough.
PREEXISTING TOWERS AND PREEXISTING ANTENNASshall mean any tower or antenna for which a building permit has been properly issued, or for which a contract, lease or other agreement has been awarded or entered into by the Governing Body, prior to the effective date of this section, including towers or antennas that have not yet been constructed so long as such approval is current and not expired.

TELECOMMUNICATIONS TOWER (TOWER)shall mean and include any structure or equipment that is designed and/or used for the purpose of supporting one (1) or more antennas for telephone, radio and similar communication purposes, including self-supporting lattice towers, guyed towers or monopole towers. The term includes water storage towers or tanks, radio and television transmission towers, microwave towers, common carrier towers, cellular telephone towers, alternative tower structures, and the like. The term shall include the structure and any support thereof.
