The Commission is hereby vested with the duty of administering and the power of enforcing the provisions of this chapter.

Any building or structure erected, constructed, altered, enlarged, converted, moved, or maintained contrary to the provisions of this chapter shall be and the same is hereby declared to be unlawful. The City Attorney, at the request of the Commission, shall commence appropriate legal action or proceedings for the abatement, removal, or enjoining thereof in the manner prescribed by law.
