5 Specific Plan Zones SP

§ 9-2.3451 Intent and Purpose.

The Specific Plan (SP) Zones are established to acknowledge and make reference to specific plans that have been adopted by the City of Artesia pursuant to Government Code Section 65450 et seq. The Specific Plan Zones provide for the flexible, creative and detailed planning and design of portions of the City which require a more comprehensive and coordinated approach than can be achieved through the conventional application of zoning regulations.

§ 9-2.3452 Municipal Code and Zoning Map Amendments.

(a) 
The adoption of a specific plan shall be accompanied by an amendment to the Artesia Municipal Code to acknowledge the approved specific plan and to establish a Specific Plan Zone for the approved specific plan. A Specific Plan Zone shall include the name of the specific plan, followed by the parenthetical designation "SP" and a reference number that corresponds to the name of the specific plan.
(b) 
The adoption of a specific plan shall be accompanied by an amendment to the Zoning Map of the City of Artesia to change the zoning classification of the area covered by the specific plan to the designated Specific Plan Zone. The Specific Plan Zone shall be designated on the Zoning Map with the designation "SP" followed by a reference number that corresponds to the name of the specific plan.

§ 9-2.3453 Specific Plan Zones and Zoning Map Designations.

The following specific plans have been approved and are established as Specific Plan Zones to be designated on the Artesia Zoning Map as set forth herein.
(a) 
Artesia LIVE Specific Plan. The Artesia LIVE Specific Plan, a copy of which is on file in the office of the City Clerk, has been prepared to facilitate the construction of a six-story mixed use development, located on approximately 0.82 acres of property along Pioneer Boulevard, between 176th Street and 178th Street. The area covered by the Artesia LIVE Specific Plan shall be established as the Artesia LIVE Specific Plan Zone and shall be designated on the Zoning Map as Artesia LIVE SP.
(b) 
South Street Specific Plan. The South Street Specific Plan, a copy of which is on file in the office of the City Clerk, has been prepared to facilitate the orderly and efficient development in accordance with the adopted Artesia General Plan (the "General Plan). The intent of the Specific Plan is to maximize the use of the site in a manner that generates tax revenues to the City of Artesia (the "City") and revitalized the site through positive incentives and customized policies based on comprehensive land use planning concepts. The Specific Plan site encompasses 6.1 acres in the City of Artesia and is located along South Street with a portion of the site fronting Pioneer Boulevard on the east. It is located approximately one mile south of the Artesia (SR-91) Freeway and 1/2 mile east of the San Gabriel River (I-605) Freeway.
(c) 
Artesia Boulevard Industrial Area Specific Plan. The Artesia Boulevard Industrial Area Specific Plan, a copy of which is on file in the office of the City Clerk, has been prepared to facilitate the reconstruction and modernization of a concrete batch plant and related uses, located on approximately 1.77 acres of property (exclusive of public right-of-way) generally bounded on the west by Alburtis Avenue, on the south by Artesia Boulevard, and on the east by Corby Avenue. The area covered by the Artesia Boulevard Industrial Area Specific Plan shall be established as the Artesia Boulevard Industrial Area Specific Plan (SP-3) Zone, and shall be designated on the Zoning Map by the designation "SP-3."
(d) 
Artesia Boulevard Corridor Specific Plan. The Artesia Boulevard Corridor Specific Plan, a copy of which is on file in the office of the City Clerk, has been prepared to facilitate the reconstruction and revitalization of a 21 acre area along Artesia Boulevard, between Gridley Road and Pioneer Boulevard. The area covered by the Artesia Boulevard Corridor Specific Plan shall be established as the Artesia Boulevard Corridor Specific Plan (ABCSP) Zone, and shall be designated on the Zoning Map by the designation "ABCSP." Properties within the ABCSP Zone shall be subject to specific plan recovery fees, as set forth by City Council resolution and authorized by Chapter 7 (Specific Plan Recovery Fees) of Title 3 (Finance) of the Artesia Municipal Code.
(e) 
Pioneer Specific Plan. The Pioneer Specific Plan, a copy of which is on file in the office of the City Clerk, has been prepared to facilitate the orderly and efficient development in accordance with the adopted Artesia General Plan (the "General Plan). The intent of the Specific Plan is to maximize the use of the site in a manner that generates tax revenues to the City of Artesia (the "City") and revitalized the site through positive incentives and customized policies based on comprehensive land use planning concepts. The Specific Plan site encompasses 8.6 acres in the City of Artesia and is located on Pioneer Boulevard between 176th Street and 183rd Street. It is located approximately 1/2 mile south of the Artesia (SR-91) Freeway and one mile east of the San Gabriel River (I-605) Freeway.
(f) 
Arkansas Street Specific Plan. The Arkansas Street Specific Plan, a copy of which is on file in the office of the City Clerk, has been prepared to facilitate the reconstruction and revitalization of a 4.22-acre area located at 16645, 16703, 16707 Pioneer Boulevard and 11700, 11708, 11718, 11722, 11728, 11734 Arkansas Street (Assessor Parcel Numbers 7014-003-15 through 7014-003-028). The area covered by the Arkansas Street Specific Plan shall be established as the Arkansas Street Specific Plan (ASSP) Zone, and shall be designated on the Zoning Map by the designation "ASSP."
(g) 
Artesia Downtown Specific Plan. The Artesia Downtown Specific Plan, a copy of which is on file in the office of the City Clerk, has been prepared to guide the scale of future development and growth in Artesia's Downtown districts as the City prepares for the planned expansion of a new Metro light rail line (Southeast Gateway Line). The 70.8-acre Plan area includes the blocks adjoining Pioneer Boulevard, beginning with the area around the future Pioneer Station to the south and ending just beyond 183rd Street to the north. To the east and west, the area is bounded by Arline, Corby, and Alburtis Avenues. The area further extends south along Pioneer Boulevard within the City of Artesia and includes the area between 188th Street and the Le Belle Chateau Estates Mobile Home Park, and Pioneer Boulevard to Jersey Avenue. The area covered by the Artesia Downtown Specific Plan shall be established as the Artesia Downtown Specific Plan (ADSP) Zone, and shall be designated on the Zoning Map by the designation "ADSP." Properties within the ADSP Zone shall be subject to specific plan recovery fees, as set forth by City Council resolution and authorized by Chapter 7 (Specific Plan Recovery Fees) of Title 3 (Finance) of the Artesia Municipal Code. The Artesia Live Specific Plan consists of approximately 35,772 square feet at 17610 & 17618 Pioneer Boulevard (Assessor Parcel Numbers 7033-007-016, 7033-007-017 and 7033-007-108).

§ 9-2.3454 Amendments to Specific Plans.

Unless otherwise indicated in the applicable specific plan, all amendments to an adopted specific plan shall require Planning Commission review and recommendation and City Council review and approval in accordance with the procedures specified by law.

§ 9-2.3455 Consistency with Specific Plan.

No application for a discretionary approval, including, but not limited to, a conditional use permit, design review, tentative map or parcel map, may be approved, adopted or amended within an area covered by a specific plan, unless found to be consistent with the adopted specific plan.

§ 9-2.3456 Relationship of Specific Plan to Zoning Law of the City of Artesia.

The provisions of any adopted specific plan shall control over duplicative and conflicting provisions of the Zoning Law of the City of Artesia. In the event the adopted specific plan is silent as to a development standard or procedure, the provisions of the Zoning Law of the City of Artesia shall control.

§ 9-2.3457 Specific Plan Recovery Fees.

For those specific plans for which the City imposes a specific plan recovery fee, as authorized by California Government Code Section 65456, such specific plan recovery fees shall be set forth in Chapter 7 of Title 3 (Finance) of the Artesia Municipal Code.
