ARTICLE XI

Mobile Home Parks

§ 450-39 Application.

A. 
All mobile home parks as defined in Article XVIII hereof shall conform with the provisions of this section and shall require the filing of plans and applications in accordance with the forms and procedures specified in Article III of the Potter County Subdivision and Land Development Ordinance. Mobile home lots or stands will be leased or rented only.
B. 
A list of contractual obligations entered into by the individual mobile home tenant and the lot owner shall be on file at the Borough Hall.

§ 450-40 Site location.

A. 
Location. The location of all mobile home parks shall comply with the following minimum requirements.
(1) 
Free from adverse influences by swamps, marshes, solid waste disposal areas, or other potential breeding places for insects or rodents.
(2) 
Not subject to flooding.
B. 
Site drainage requirements.
(1) 
The ground surface in all parts of every mobile home park shall be graded and equipped to drain in a safe, efficient manner.
(2) 
Surface water ponding areas capable of breeding mosquitoes and other insects shall be eliminated.

§ 450-41 Size.

A. 
No park shall be located on less than a five-acre site.
B. 
Minimum number of mobile homes. The minimum number of mobile homes within a park shall be 10. Ten sites must be prepared within one year of the date of issuance of the mobile home court permit; an "individual mobile home site" is defined as one within an approved park which has been provided with all utility hookups.

§ 450-42 Minimum site improvements.

Site improvements for mobile homes shall include, but shall not be limited to, the following:
A. 
Streets.
(1) 
In a mobile home park the term "street" means a strip of land that:
(a) 
Will be used as a means of vehicular and pedestrian circulation;
(b) 
Shall be composed of traffic lanes, parking lanes where on-street parking is provided for, and safety zones; and
(c) 
Will not be dedicated to the Borough.
(2) 
Two-way streets shall have traffic lanes with a minimum width of 10 feet.
(3) 
One-way streets shall have a traffic lane with a minimum width of 14 feet.
(4) 
Where on-street parking is to be permitted, a parking lane with a minimum of seven feet will be provided.
(5) 
A safety zone unobstructed by vegetation or other objects, with a minimum width of 10 feet, shall be maintained adjacent to traffic lanes where on-street parking is not permitted, or adjacent to parking lanes where on-street parking is permitted.
(6) 
All traffic and parking lanes shall be properly graded, drained, and graveled; and the surface shall be treated with washed fine gravel, and with dust suppressors where needed, to eliminate dust and mud, and such lanes shall be maintained free of dust and mud. The surface treatment shall be considered a minimum treatment. Paving is permitted, and any other treatment equal or better will be approved by the Commission.
(7) 
Cul-de-sac streets, permanently designed as such, shall:
(a) 
Furnish access to not more than 20 dwelling units;
(b) 
Be provided at the closed end with a turnaround having a minimum radius to the outer travelway edge or curb of 40 feet, and a right-of-way radius of at least 50 feet, and shall be functional; and
(c) 
Unless future extension is clearly impractical or undesirable, a right-of-way of the same width as the street shall be carried to the property line in such a way as to permit future extension of the street into the adjoining tract.
B. 
Parking. Two parking sites of a minimum size of seven feet by 20 feet shall be provided each stand, and such sites may be on-lot, on street, or in separate parking lots, or in any combination of these so long as the provisions herein for parking lanes and driveways have been fulfilled.
C. 
Accesses.
(1) 
Where parking on the lot is provided, the lot shall be served by a driveway with an unobstructed view of a minimum of 14 feet wide.
(2) 
Where parking is provided in a separate parking lot, the parking lot shall be served by a driveway with an unobstructed access view of a minimum of 20 feet wide.
(3) 
Where no parking is provided for at the stands, sidewalks shall be maintained from such stands to the parking lanes or parking lots servicing such stands.
D. 
Illumination. All mobile home parks shall have effective night lighting other than that attached to homes so that all streets and parking areas are adequately illuminated for the safe movement of pedestrians and vehicles at night. A lighting plan shall be submitted with the landscaping plan.
E. 
Open space. An area of not less than 10% of the total land area of the mobile home park shall be accessible to the residents for recreational purposes.
F. 
Hookups. A developed site shall consist of sewer, water and electrical hookup and a concrete pad. The pad shall be constructed with concrete reinforcing wire mesh and be not less than six feet by 10 feet by four inches thick.
G. 
Storage. Optional storage space shall be provided for each tenant.
H. 
Landscaping. The park shall be landscaped with trees, plantings, and grass; a landscaping plan shall be submitted with proposed plans and shall include the spaces occupied by individual mobile home units.
I. 
Skirting requirements. All mobile homes, except as provided elsewhere in this chapter, shall be provided and maintained with a skirting shielding the undercarriage of the unit or shall be placed directly on permanent cement blocks or concrete foundations. The type of material used and the adequacy of the skirting shall be approved by the municipal building inspector and installed within 30 days from date the mobile home is moved onto the site.

§ 450-43 Requirements for mobile home stands.

A. 
Setbacks.
(1) 
No mobile home stand shall be located closer than 10 feet from a park street or an external boundary; 20 feet from a dedicated road or state highway.
(2) 
No structure, excluding storage sheds, at any mobile home stand shall be closer than 16 feet from another structure or adjacent stand; nor shall any structure, including storage sheds be closer to streets and external boundaries than provided for in Subsection A(1), above.
B. 
Density.
(1) 
Where sites for stands are divided into lots, no lot shall average less than 50 feet in width, nor contain less than 5,000 square feet.
(2) 
Where sites for stands are not divided into lots, areas of a park shall be designated exclusively for the construction of stands, and stands on such designated areas shall not exceed eight per acre.
