ARTICLE VI

Scenic Vistas/Scenic "SV-S" Districts

§ 450-22 Scenic Vistas Districts.

In the zone classified as Scenic Vista, residential development and the growing and harvesting of trees shall be permitted subject to the following restrictions:
A. 
Only single-family dwelling units are permitted and shall comply with the provisions of § 450-15 of this chapter. Lot area must be five acres or greater. No more than 1/2 acre of forest may be cleared per dwelling unit.
B. 
Roadways.
(1) 
Roadways to be used for logging operations or to service one single family dwelling unit shall not exceed 12% in grade or 30 feet in width, except that for every 20 acres of timber to be harvested 1 1/2 acre may be cleared to use as a loading area.
(2) 
Roadways which will service more than one single family dwelling unit shall be constructed to the standards ascribed to under the Potter County Subdivision and Land Development Ordinance which is in effect at that time.
(3) 
Roadways constructed as skidways (defined as skid roads) for the removal of forest products shall not exceed 20% in grade or 10 feet in width.
C. 
All northern hardwood forest management and harvesting practices employed by the U.S. Forest Service shall be permitted, except that:
(1) 
No more than 50 contiguous acres may be clearcut in any ten-year period.
(2) 
Intermediate thinnings shall retain at least 60 square feet of basal area per acre.
(3) 
Operations under these guidelines shall not be affected by management or harvesting options chosen by adjacent landowners.
(4) 
A timber harvesting plan shall be presented to the Zoning Officer at least 45 days prior to the start of logging operations for his review. The plans shall consist of:
(a) 
A sketch of the area to be harvested, including the approximate location of any proposed roadways, except for skid roads, with the approximate scale designated.
(b) 
An estimate of the acreage effected.
(c) 
A description of the harvesting practices to be employed.
D. 
All other federal, state or local rules and regulations governing logging operations shall be strictly adhered to.

§ 450-23 Scenic Districts.

The same restrictions which govern residential development and logging operations in the Scenic Vista Zone shall apply to the Scenic Zone, except that one single-family dwelling unit shall be permitted on lots of 2 1/2 acres or more.
