Sec. 17.15

R2 Multi-Family Residential District.

(1)

Intent. The R2 district is intended to provide a living area that is pleasant, but not as spacious as the R1 district and is protected from intrusion of incompatible land use.

(2)

Permitted uses. The following are permitted uses:

(a)

Any use permitted in the R1 district.

(b)

Multi-family dwellings.

(3)

Conditional uses. The following uses may be permitted subject to the provisions of section 17.04:

(a)

Customary home occupations.

(b)

Medical and dental clinics.

(c)

Home occupations and professional home offices.

(d)

Hospitals.

(e)

Colleges and schools.

(f)

Public museums and art galleries.

(g)

Microwave radio relay structures and community television antenna towers.

(h)

Professional buildings.

(i)

Multi-unit garages for multi-unit housing, provided they are at least 75 feet away from the front lot line, 30 feet away from the side lot lines and 2,000 square feet of lot area for each vehicle stored.

(j)

Charitable institutions, churches, rest homes and private nonprofit clubs and lodges.

(k)

Bed and breakfast establishments, state-licensed.

(l)

Satellite dishes over two feet in diameter.

(m)

Public parks.

(n)

Mobile homes in a mobile home park provided the park location is approved and a license granted by the council after a public hearing before the plan commission as a part of a planned mobile home development. A planned mobile home development is intended to be exclusively for residential use of mobile homes and shall comply with the following restrictions:

Uses. Only the following uses and buildings shall be permitted:

a.

Single-family mobile homes and manufactured homes.

b.

Office and dwelling for the owner or administrator of the mobile home development.

c.

Buildings, including toilets, bathing, clothes-washing facilities and similar services for residents of the mobile home development.

Height. No mobile home or building shall exceed one story or 15 feet in height.

3.

Yards. Every mobile home development shall have minimum front, side and rear yard setbacks of 40 feet.

4.

Spacing of units. Mobile homes shall not be placed closer than 20 feet apart or within 15 feet of the roadway serving such units.

5.

Area. Each mobile home development shall have a minimum area of three acres. Each mobile home lot shall have a minimum lot area of 3,000 square feet, a minimum lot width of 40 feet.

6.

Additional requirements. In addition to the foregoing, the council may impose such other conditions, requirements or limitations concerning the design, development and operation of such mobile home developments as it may deem necessary for the protection of adjacent properties and the public interest.

1  Defined with reference to the main, front street as the front yard line. The front yard setback requirements shall apply to all abutting front or corner lots, provided corner lots in a residential district of record on the effective date of the ordinance from which this chapter is derived, February 3, 1993, and less than 66 feet wide. The setback on the side street shall be reduced by one-half foot for each foot by which the width is less than 66 feet, but not less than 12½ feet.

3  Space requirements may be reduced by conditional use based upon need and conformity of surrounding area.

4  A reduced setback from the waterline shall be permitted by the zoning administrator where there are at least two main buildings within 200 feet of the proposed site that are built to less than the required setback. In such cases, the setback shall be the average of the nearest main buildings to the proposed site except that in no case shall the setback be less than 35 feet. Boathouses or other structures whose use require close proximity to the water shall not be counted as main buildings but have a minimum setback of ten feet.
