Land use permits.
The zoning administrator shall enforce this chapter by means of land use permits issued as follows:
(1)
Required. No structure shall be built, moved or altered and no land use shall be substantially changed until a land use permit has been issued.
(2)
Application. Application for a land use permit shall be accompanied by a plan showing the location, size and shape of the lot involved and of any proposed structures, the existing and proposed use of each structure and lot and, for residential developments, the number of families expected to be accommodated.
(3)
Issuance. No land use permit shall be issued for a structure or use that is prohibited by this chapter.
(4)
Temporary land use permits. Under rules established by the council, the zoning administrator may issue temporary permits of up to three years' duration.
(5)
Fee. The fee for a land use permit shall be in accordance with the fee schedule kept in the clerk/treasurer's office at city hall.
