CHAPTER 10

I-1 INDUSTRIAL DISTRICT

10-10-1: PURPOSE:

The I-1 Industrial District is designed so as to primarily accommodate wholesale activities, warehouses and light industrial operations whose external, physical effects are restricted to the area of the District and in no manner affect in a detrimental way any of the surrounding districts. (Ord. 482, 4-7-82)

10-10-2: PRINCIPAL USES PERMITTED:

   (A)   Uses permitted in the B-2 General Business District shall be subject to the regulations applicable to such uses.
   (B)   Any of the following uses when conducted wholly within a completely enclosed building, or within a designated area enclosed on all sides with a six foot (6') fence or solid wall. Said fence or wall shall be completely obscuring on those sides where abutting or adjacent to districts zoned for residential use.
      1.   Warehousing and wholesale establishments, and trucking facilities.
      2.   The manufacture, compounding, processing, packaging or treatment of such products as, but not limited to: bakery goods, candy, cosmetics, pharmaceuticals, toiletries, food products, hardware and cutlery; tool, die, gauge, and machine shops.
      3.   The manufacture, compounding, assembling, or treatment of articles or merchandise from previously prepared materials such as, but not limited to: bone, canvas, cellophane, cloth, cork, feathers, felt, fibre, fur, glass, hair, horn, leather, paper, plastics, precious or semi-precious metals or stones, sheet metal (excluding large stampings such as automobile fenders or bodies), shell, textiles, tobacco, wax, wire, wood, (excluding saw and planing mills), and yarns.
      4.   The manufacture of pottery and figurines or other similar ceramic products using only previously pulverized clay, and kilns fired only by electricity or gas.
      5.   Manufacture of musical instruments, toys, novelties, and metal or rubber stamps, or other small molded rubber products.
      6.   Manufacture or assembly of electrical appliances, electronic instruments and devices, radios and phonographs.
      7.   Laboratories - experimental, film or testing.
      8.   Manufacturing and repair of electric or neon signs, sheet metal products, including heating and ventilating equipment, cornices, eaves and the like.
   (C)   Warehouse, storage and transfer and electric and gas service buildings and yards. Water supply and sewage disposal plants. Water and gas tank holders. Railroad transfer storage tracks. Heating and electric power generating plants, and all necessary uses. Railroad rights of way.
   (D)   Manufacture of building products, batching plans for concrete, ready-mix concrete plants, storage facilities for building materials, sand, gravel, stone, lumber, open storage of contractor's equipment and supplies, provided such is enclosed within a building or within an obscuring wall or fence on those sides abutting all residential, business or office districts, and on any front yard abutting a public thoroughfare. In any "I-1" District the extent of such fence or wall may be determined by the Board of Appeals on the basis of usage. Such fence or wall shall not be less than five feet (5') in height, and may, depending on land usage, be required to be eight feet (8') in height. A chain link type fence, with heavy shrubbery inside of such fence, shall be considered to be an obscuring fence.
   (E)   Accessory buildings and uses customarily incidental to any of the above permitted uses.
   (F)   Other uses of a similar character subject to such conditions, requirements, and safeguards as set forth in sections 10-10-4 and 10-10-5 of this chapter. (Ord. 482, 4-7-1982)

10-10-3: SPECIAL USES:

The following uses may be permitted subject to the conditions herein imposed and subject to the review and approval of the site plan and the use by the village board after a hearing and recommendation is received from the zoning board for each use:
Commercial kennel, provided that it is located no less than four hundred (400) yards from a residential use.
Lumber and planing mills when completely enclosed with a wall or fence and when located in the interior of the district so that no property line shall form the exterior boundary of the I-1 district to a district of a higher classification.
Metal plating, buffing, and polishing, subject to appropriate measures to control the type of process to prevent noxious effects and/or nuisances.
Self-storage, ministorage and/or miniwarehousing subject to the following facility requirements and restrictions:
   (A)   Outdoor bay type access to individual units that face a street is prohibited. The exterior loading access points shall be designed in such a way as to minimize sightlines from adjacent roads.
   (B)   No building shall exceed forty eight feet (48') in height.
   (C)   Activities not related to the rental or lease of units shall not be conducted within the property area.
   (D)   No business or activity (including personal hobbies, arts and crafts) other than storage shall be conducted from any unit in the facility. (For example, no servicing or repair of vehicles, or boats, or RVs or construction of furniture, cabinets or woodworking is allowed in the facility.)
   (E)   There shall be no electricity in the facilities unless electricity is specifically approved in the site plan for specific and limited purposes.
   (F)   The use or storage of any hazardous materials is prohibited.
   (G)   An on site manager shall be employed at the facility from at least nine o'clock (9:00) A.M. to five o'clock (5:00) P.M. daily for at least five (5) days in a seven (7) day week.
   (H)   A facility cannot be located within a radius of one thousand feet (1,000') of another existing similar facility.
Undercoating shops when completely enclosed.
Other uses of a similar character to the above uses, and subject to the requirements set forth in sections 10-10-4 and 10-10-5 of this chapter. (Ord. 809, 3-23-2016)

10-10-4: REQUIRED CONDITIONS:

Any use established in the I-1 district after the effective date of this title shall be operated so as to comply with the performance standards set forth hereinafter in chapter 14, "General Provisions", of this title. (Ord. 482, 4-7-1982)

10-10-5: AREA AND BULK REQUIREMENTS:

See section 10-12-3, "Schedule Of Regulations", of this title, limiting the height and bulk of buildings and the minimum size of lot by permitted land use. (Ord. 482, 4-7-1982)

10-10-6: SITE PLAN REQUIRED:

It shall be a general requirement for a development or construction in the I-1 industrial district that a site plan be issued and presented to the zoning board prior to the issuance of a building permit. The site plan shall conform to the requirements and shall be reviewed pursuant to the requirements of subsection 10-9-1(C) of this title. (Ord. 482-I, 9-22-1993)

10-10-7: CONDITIONAL USES:

The following uses may be allowed by conditional use permit upon application to and approval by the Board of Trustees:
   Adult-use cannabis business establishments, subject to Title 10, Chapter 20 ("Recreational Adult-Use Cannabis Business Establishments") and Section 10-15-6 ("Special Uses"). (Ord. 895, 11-13-2019)
