The city commission of Galena Park, Texas, hereby finds and determines: that the zoning commission of the City of Galena Park, Texas, was appointed, among other things, as the zoning commission of said city, to recommend the boundaries of the various districts and appropriate regulations to be enforced therein; that there was referred to such commission as the zoning commission of said city all proposals for the rearrangement and amendment of the zoning ordinances of the City of Galena Park, Texas, heretofore existing, and all proposals for incorporation of any new features therein; that after notice duly given in the manner and time required by law to all interested parties and persons, said zoning commission duly held public hearings upon all such proposals and thereafter submitted its final report and recommendations to the city commission of the City of Galena Park, Texas, which, after notice duly given in the manner and time required by law to all interested parties and persons, also held a public hearing on all such proposals, at which hearing all persons desiring to be heard on any and all of such proposals were duly heard; that the health, safety, morals and general welfare of the inhabitants of the City of Galena Park, Texas, will be promoted by lessening congestion in the streets, securing greater safety from fire, panic and other dangers, providing more adequate light and air, preventing the overcrowding of land, avoiding undue congestion of population, facilitating more adequate provisions for transportation, water, sewage, schools, parks and other public improvements, and by other means through the enactment of the provisions contained in this article.
