Any of the following uses may be located in any district by special permission of the city commission, after public hearing, provided that, in judgment, such use shall not seriously injure the appropriate use of neighboring property and will conform to the general interest and purpose of this article, and provided, further, that such use may be granted with a time limitation and shall, unless otherwise provided, comply with the height and area regulations in the district in which they may be located:

(1)

Amusement parks, athletic fields, circuses, carnivals and fair grounds.

(2)

Cemeteries, mausoleums and crematories for the disposal of the human dead.

(3)

Hospitals for the insane or feeble minded, or penal or correctional institutions.

(4)

Hotels, tourist courts or trailer or trailer-camper camps subject to such rules as may be adopted by the board.

(5)

Radio towers.

(6)

Refuse dumps or garbage disposal plants.

(7)

Buildings or the use of premises for public utility services or public service corporations, which buildings or uses the board deems reasonably necessary for convenience or welfare and for such other uses as may be deemed advisable by said board.
