The purpose of the LI Light Industrial District is to encourage the development of manufacturing and warehouse business establishments which are clean, quiet, and free of hazardous or objectionable elements such as noise, odor, dust, smoke, or glare, operate entirely within enclosed structures, and generate little industrial traffic. Research activities are encouraged. This district is further designed to act as a transitional use between general industrial uses and other less intensive business and residential uses.

1274.02 PERMITTED USES.
Any of the following uses, or those of a similar nature, shall be permitted if conducted within an enclosed building or within an area enclosed on all sides with a solid wall or uniformly painted fence not less than 8 feet in height.
(a) Manufacturing or assembly processes which by the nature of the materials, equipment, and process used are to a considerable measure clean, quiet and free of objectionable or hazardous elements. Manufacturing activities shall consist of the following activities and those of similar nature:
(1) Jewelry.
(2) Drugs.
(3) Musical instruments.
(4) Sporting goods.
(5) Small household appliances.
(6) Processing household goods.
(7) Electronic components or equipment.
(8) Research and testing laboratories.
(b) Lumber storage and dealers.
(c) Contractor's yards and offices.
(d) Warehouses.
(e) Printing and publishing plants.
(f) Carting or hauling.
(g) Grain and feed dealers.
(h) Bottling or canning plants.
(i) Automotive and other repair and temporary storage.
(j) Stone monument works and sales.
(k) Accessory structures and uses incidental to the above uses.
(l) Laboratories and research facilities.
(m) Any other use deemed to be of a similar nature as those above by the Planning Commission with the approval of Council.

1274.03 CONDITIONALLY PERMITTED USES.
The following conditional uses shall be permitted in an LI Light Industrial District, provided that buildings and accessory buildings and uses comply with all requirements of this District, and that such uses not involving buildings or accessory buildings shall have the prior written approval of the Planning Commission with the consent of Council or Council without the consent of the Planning Commission .
(a) Wireless telecommunication towers, wireless telecommunication facilities, and wireless telecommunication shelters as set forth in Section 1287.16.
(b) Any other use deemed to be of a similar nature as those listed above by the Planning Commission with the consent of Council, or Council without the consent of the Planning Commission.
(c) Sexually-Oriented Businesses as set forth in Chapter 1294.
(d) Exterminator service.
(e) All General Business Permitted Uses as set forth and listed in Section 1272.02 and all General Business Conditionally Permitted Uses as set forth and listed in Section 1272.03.
(f) Wind energy facilities as set forth in Grafton Codified Ordinances Chapter 1296.
(g) Solar power plants pursuant to Chapter 1297. Agricultural activities limited strictly to cultivation of fruits, vegetables and other plant material that is harvested for human or animal consumption or use.
Required front yards in an LI district shall be landscaped as required by Chapter 1292, and shall not be used for parking, loading, or material storage. However, parking and loading may be located in one of the required front yards of a corner lot. All landscaping shall be installed and maintained as required by Chapter 1292. Landscaping and buffering provided shall also be used to minimize or eliminate potential annoyances such as those resulting from noise, light glare, and wind, as well as to screen unsightly buildings, and outdoor storage areas from view.
