CHAPTER 1278

PO Professional Office District

1278.01 PURPOSE.

   This district is intended to help protect existing and developing residential neighborhoods by providing a more gentle land use transition between areas of general commercial development and single-family neighborhoods. This district also provides for appropriate locations for the establishment and expansion of multi-family, professional office, institutional, and related uses with development standards designed to minimize negative impacts to adjacent single-family residential neighborhoods.

1278.02 PERMITTED USES.

   The following uses are permitted in the Professional Office District:
   (a)   Adult group homes.
   (b)   Public and parochial schools, colleges, and universities.
   (c)   Medical and dental offices and clinics for human medical care on an outpatient basis.
   (d)   Business offices which perform services on the premises, including banks without drive-in facilities, loan companies, insurance offices, and real estate offices.
   (e)   Professional services, including the offices of doctors, dentists, osteopaths, architects, engineers, lawyers, and similar professions.
   (f)   Post office and similar governmental office buildings serving persons living in the adjacent residential area.
   (g)   Offices of professional, religious, union, civic, or fraternal organizations.
   (h)   Child day care centers.
   (i)   All other uses expressly permitted by law.
   (j)   Accessory buildings and uses incidental to the principal use.

1278.03 CONDITIONALLY PERMITTED USES.

   In the Professional Office District, the following uses may be permitted as conditional uses by the Planning Commission with the consent of Council or Council without the consent of the Planning Commission and subject to the general conditions as set forth in Chapter 1250:
   (a)   Assisted living and retirement facilities.
   (b)   Multi-family residential dwellings.
   (c)   Governmentally-owned and/or operated buildings and facilities.
   (d)   Churches and other buildings used for the purpose of religious worship.
   (e)   Quasi-public, institutionally, or organizationally owned and/or operated recreational, instructional, and meeting facilities such as those developed and used by the YMCA, YWCA, Boy Scouts, Masons or various fraternal or community service groups.
   (f)   Banks (with drive-through service)
   (g)   Other uses determined by the Board of Zoning and Building Appeals to be similar to the uses permitted in this District.

1278.04 AREA, YARD AND HEIGHT REGULATIONS.

   (a)   Minimum Lot Area. There shall be a total lot area of not less than 2 times the ground area covered by the buildings, structures, parking areas, and driveways thereon.
   (b)   Multi-Family Residential Dwellings. As set forth in Chapter 1264.
   (c)   Minimum Front Yard Depth. 75 feet.
   (d)   Minimum Side Yard Depth. 25 feet on lots not adjacent to a residential district; corner lots shall have the required front yard depth facing all streets.
   (e)   Minimum Rear Yard Depth. 20 feet on lots not adjacent to a residential district.
   (f)   Side and Rear Yard for Lots Adjacent to a Residential District. 50 feet; corner lots shall have the required front yard depth facing all streets.
   (g)   Buffer Strips Required In Side and Rear Yards Adjacent to a Residential District. Refer to Section 1292.08.
   (h)   Parking and Loading Requirements. As regulated by Chapter 1290.
   (i)   Exterior Lighting. Exterior light sources on buildings or within parking areas or driveways shall not be directly visible from any adjoining property in a residential zoning district.
   (j)   Landscaping. As regulated by Section 1285.08 and Chapter 1292.
   (k)   Signage. All signs shall be limited to being ground-mounted or wall-mounted and shall conform to Chapter 1288 and the following standards:
      (1)   No ground sign may be located closer than 10 feet from the right-of- way line.
      (2)   The maximum height for any ground mounted sign is 5 feet above grade.
      (3)   A monument sign shall be constructed of materials compatible with the facade of the building in which the identified use is located, or compatible with the landscaping of the parcel on which the sign is located.
