CHAPTER 1290

Off-Street Parking and Loading

1290.01 GENERAL REQUIREMENTS.

   No building or structure shall be erected, substantially altered, or its use changed, unless permanently maintained off-street parking and loading spaces have been provided in accordance with the provisions of this Zoning Code.
   (a)   The provisions of this chapter, except where there is a change of use, shall not apply to any existing building or structure. Where the new use involves additions or enlargements, there shall be provided as many of such spaces as may be required by this Code.
   (b)   Whenever a building or structure constructed before the effective date of this Zoning Code or amendment herein is changed to increase the number of employees; housing units; seating capacity; floor space, and creates a need for additional parking, additional parking spaces shall be provided, based on the enlargements or change, provided that the building or structure existing prior to the effective date of this Code is enlarged to an extent of 50% or more in floor area, number of employees, number of housing units, seating capacity, or otherwise such building or structure shall then and thereafter comply with the full parking requirements set forth herein.

1290.02 PARKING IN R-1A, R-1B, R-2, R-3, MHP, AND PUD DISTRICTS.

   In any R-1A, R-1B, R-2, R-3, MHP, and PUD District, no off-street parking space shall be located within any front yard on any lot except on an approved driveway. Such driveway shall be suitably paved with concrete. The area of the driveway in a front yard shall not exceed one-third of the area of such yard, and the width of such driveway shall not exceed 20 feet measured at the front lot line. Permitted front yard parking shall include motor vehicles as defined in Section 402.20, except trucks, tractors or any other commercially licensed vehicle over one-ton capacity which are prohibited from parking in the R-1A, R-1B, R-2, R-3, MHP and PUD Districts.

1290.03 PARKING SPACE DIMENSIONS.

   A parking space shall have minimum rectangular dimensions of not less than 9 feet in width and 18 feet in length for 90-degree parking, 9 feet in width and 23 feet in length for parallel parking, 10 feet in width and 21 feet in length for 60-degree parking, and 12 feet in width and 20 feet in length for 45-degree parking. All dimensions shall be exclusive of driveways, drive aisles, and other circulation areas. The number of required off-street parking spaces is established in Section 1290.19.

1290.04 LOADING SPACE REQUIREMENTS AND DIMENSIONS.

   A loading space shall have minimum dimension of not less than 12 feet in width, 50 feet in length, exclusive of driveways, drive aisles, and other circulation areas, and a height of clearance of not less than 15 feet. One off-street loading space shall be provided and maintained on the same lot for every separate occupancy requiring delivery of goods and having a modified gross floor area of 5,000 square feet or more.

1290.05 PAVING.

   The required number of parking and loading spaces as set forth in this chapter, together with driveways, drive aisles, and other circulation areas, shall be improved with acceptable impervious material to provide a durable and dust-free surface, typically portland cement concrete or asphaltic concrete. Any improvement(s) made to aprons, sidewalks, and driveways on residential streets must be improved using material(s) which shall be first approved by the Village Administrator or Village Engineer. Any improvement(s) made to aprons, sidewalks, and driveways in planned developments with concrete streets must be improved using like-kind material(s) which shall be first approved by the Village Administrator or Village Engineer. Any person desiring to replace or resurface any apron, sidewalk or driveway located on a residential street or in a planned development shall first submit a completed application, on a form provided by the Village, detailing the improvement(s) to be made and the material(s) to be used thereon, to the Village Administrator or Village Engineer for approval.

1290.06 DRAINAGE.

   All parking and loading areas shall provide proper drainage of surface water to prevent the drainage of water onto adjacent properties or walkways. Storm system and detention design calculations will be required per Village design standards and specifications for all improvements.

1290.07 MAINTENANCE.

   The owner of the property used for parking and/or loading shall maintain such area in good condition without holes and free of all dust, trash, and other debris.

1290.08 LIGHTING.

   Any parking area which is intended to be used during non-daylight hours shall be properly illuminated to avoid accidents. Any lights used to illuminate a parking lot shall be of such a type and/or so arranged/diffused so as to reflect the light away from the adjoining property.

1290.09 LOCATION OF PARKING SPACES.

   The following regulations shall govern the location of off-street parking spaces and areas:
   (a)   Parking space for all detached residential uses shall be located on the same lot as the use which they are intended to serve.
   (b)   Parking spaces for commercial, industrial, or institutional uses shall be located not more than 700 feet from the principal use. Parking lots farther than 700 feet from the principal use may be approved by the Board of Zoning and Building Appeals.
   (c)   Parking spaces for apartments, dormitories, or similar residential uses shall be located not more than 300 feet from the principal use.

1290.10 SCREENING AND/OR LANDSCAPING; PARKING AREA CAPACITY.

   Whenever a parking area is located in or adjacent to a residential district or property used for residential purposes, it shall be effectively screened on all sides which adjoin or face a residential use, buffered either by a wall, fence, or vegetation. Such fence, wall, or vegetation shall be not less than 4 feet nor more than 6 feet in height and shall be maintained in good condition. The space between the screen and adjoining residential uses shall be landscaped with grass, hardy shrubs, or evergreen ground cover and maintained in good condition. In the event that terrain or other natural features are such that the erection of such fence, wall, or planting screen will not serve the intended purpose, then no such fence, wall, or planting screen and landscaping may be required.

1290.11 DISABLED VEHICLES.

   The parking of a disabled vehicle within a residential or commercial district for a period of more than 2 weeks shall be prohibited, unless such vehicle is stored in an enclosed garage or other accessory building.

1290.12 MINIMUM DISTANCE AND SETBACKS.

   No part of any parking area for more than 10 vehicles shall be closer than 20 feet to any dwelling unit, school, hospital, or other institution for human care located on an adjoining lot, unless separated by an acceptably designed screen. In no case shall any part of a parking area be closer than 4 feet to any established street or alley right-of- way.

1290.13 JOINT USE.

   Two or more nonresidential uses may jointly provide and use parking spaces when their hours of operation do not normally overlap, provided that a written agreement is approved and filed with the zoning permit application at the Planning Commission.

1290.14 WHEEL BLOCKS.

   Whenever a parking lot extends to a property line, wheel blocks or other suitable devices shall be installed to prevent any part of a parked vehicle from extending beyond the property line.

1290.15 WIDTH OF DRIVEWAYS AND DRIVE AISLES.

   Driveways and drive aisles serving individual parking spaces shall be not less than 25 feet wide for 90-degree parking, 12 feet wide for parallel parking, 18 feet wide for 60-degree parking, and 13 feet wide for 45-degree parking.

1290.16 ACCESS.

   Parking area shall be designed in such a manner that any vehicle leaving or entering the parking area from or onto a public or private street shall be traveling in a forward motion. Access of driveways for parking areas or loading spaces shall be located in such a way that any vehicle entering or leaving such lot shall be clearly visible from a reasonable distance to any pedestrian or motorist approaching the access or driveway from a public or private street.

1290.17 SIGNS AND ACCESS ROAD REQUIREMENTS.

   The entrance and exits to the parking area shall be clearly marked. Interior vehicular circulation by way of access roads shall maintain the following minimum standards:
   (a)   For one-way traffic, the minimum width of 14 feet.
   (b)   Access roads for two-way traffic shall have a minimum width of 25 feet.

1290.18 STRIPING.

   All parking areas with a capacity over 12 vehicles shall be striped with a single line 6 inches in thickness on both sides between spaces to facilitate efficient movement into and out of the parking spaces.

1290.19 PARKING SPACE REQUIREMENTS.

   Off-street parking is not required in the CB District. For the purposes of this Zoning Code, the following parking space requirements shall apply for all other districts:

Apartment or multiple-family dwellings.
2 spaces for each dwelling unit.
Bed and breakfast operations, boarding houses, rooming houses, dormitories and fraternity houses which have sleeping rooms.
1 space for each sleeping room or suite, plus 2 spaces for each resident family or 1 space for each employee.
Manufactured homes.
2 spaces for each unit.
   Commercial
Automobile or machinery sales.
 
1 space for every 800 square feet of floor area.
Automobile service stations which also provide repair.
2 spaces for each service bay, plus 1 space for every 1.5 employees.

Hotels, motels.
1 space per room or suite, plus 1 space for every 3 employees on the largest work shift, plus 1 space per 3 persons to the maximum capacity of each public meeting and/or banquet room, plus 50% of the spaces otherwise required for accessory uses.
Funeral parlors/homes, mortuaries, and similar type uses.
One space for every 100 square feet of floor area in slumber rooms, parlors, or service rooms. One space for each 50 square feet of floor area in the public rooms, plus one space for each vehicle maintained on the premises, plus one space for each employee.
General retail stores.
1 space for every 250 square feet of floor area. If less than 5,000 square feet of floor area, 1 space for every 250 square feet of floor area; if over 5,000 square feet of floor area, 20 spaces, plus 1 space for every 400 square feet in excess of 5,000 square feet of floor area.
Furniture and appliance stores, household equipment, furniture repair shops over 1,000 square feet in floor area.   
1 space for every 400 square feet of floor area.
Printing or publishing shop or similar service establishment.   
1 space for every 2 employees on the maximum working shift, plus 1 space per 500 square feet of floor area open to the public, for customer parking, but, in all cases, a minimum of 2 customer parking spaces.
Retail stores or personal service establishments except as otherwise specified herein.
If less than 5,000 square feet of floor area, 1 space per every 250 square feet of floor area; if over 5,000 square feet of floor area, 20 spaces, plus 1 space per every 400 square feet in excess of 5,000 square feet of floor area.

1 space for every 100 square feet of floor area devoted to general banking services for public use, plus 1 space for every 250 square feet devoted to office use. Each drive-up window shall have sufficient stacking room for 6 cars, and a bypass lane shall be provided.
Road-side stands.
2 spaces.
   Recreational or Entertainment
Dining rooms, restaurants, taverns, night clubs, cafes or similar eating, recreation, or amusement establishments.
1 space for every 200 square feet of floor area.
Bowling alleys.
5 spaces for each alley or lane plus 1 additional space for every 100 square feet of the area used for restaurant, cocktail lounge, or similar use; plus 1 space per employee.
Private clubs or lodges.   
1 space for every 3 persons allowed within the maximum occupancy load as established by local, county, or state fire, building, or health codes.
Country club or golf club.
10 parking spaces per hole plus 1 space per 35 square feet of floor area for public assembly.
Dance floors, skating rinks.
1 space for every 100 square feet of floor area.
Parks and playgrounds.
10 parking spaces for each playground area.

Outdoor swimming pools, public or community or club.
1 space for every 5 persons capacity plus one for every 4 seats, or 1 for every 30 square feet floor area used for seating purposes, whichever is greater. 1 space for every 100 square feet of water surface area, plus 1 for every 30 square feet of gross floor area used for spectator seating purposes.
Auditoriums and assembly halls (other than school associated), sport arenas, theaters, stadium or gymnasium, and similar uses.
1 space for every 4 seats or bench seating spaces.
Dance and assembly halls without fixed seats, exhibition halls (except church assembly rooms in conjunction with auditorium).
1 space for every 100 square feet of gross floor area used for assembly or dancing, plus 1 space per employee.
   Institutional
Churches and other places of religious assembly.
1 space for every 5 seats. 1 space for every 6 seats in the main assembly room, or 1 space for every 12 feet of bench length. On-street parking within 500 feet of the building, except in residential areas, may be used toward fulfilling this requirement.
Hospitals.
1 space for every 2 beds; plus 1.5 spaces for each emergency room examination table or bed; plus 1 space per employee on the maximum working shift, other than doctors; plus 1 space per doctor assigned to the staff.
Sanitariums, convalescent homes, homes for the aged, nursing homes, children's homes, and similar uses.
1 space for every 6 patient beds, plus 1 space per employee on the largest working shift, plus 1 space per staff member and visiting doctor.

Medical and dental clinics.
2 spaces for each examination or treatment room, plus 1 space for each physician and other employee.
Community centers, libraries, museums, and art galleries.
1 space for every 300 square feet of floor area, plus 1 space for every 2 employees.
   Schools; Public, Parochial or Private
Elementary and junior high schools.
1 space for each classroom and every 1.5 employees, plus off-street loading space for at least 2 school buses.
High schools.
1 space for every 8 students and 1 for each teacher and staff member. Adequate parking for stadium and auditorium must be provided as required by the Planning Commission.
Business, technical, and trade schools.
1 space for every 2 students.
Colleges and universities.
1 space for every 4 students.
Kindergartens, child care facility, nursery schools, and similar uses.
2 spaces for every 3 teachers, employees, or administrators, and 1 off- street passenger loading space for every 8 pupils.
   Industrial
All types of manufacturing or industrial establishments, storage and wholesale, research or testing laboratory, creamery, bottling plant, warehouse or similar establishments, or uses permitted in any industrial district.
1 space for every 2 employees (on the larger shift for which the building is designed) plus space to accommodate all trucks and other vehicles used in connection therein.
Wholesale establishments or warehouses.
1 space for every 2 employees on the largest shift for which the building is designed.

1 space for every 2 employees (on the largest shift for which the building is designed); 1 space for every 500 square feet of floor area open to the public for customer parking, but in all cases, a minimum of 2 customer parking spaces; and 1 space for each motor vehicle maintained on the premises.

1290.20 GENERAL INTERPRETATIONS.

   In the interpretations of this chapter, the following rules shall govern:
   (a)   Parking spaces for other permitted or conditional uses not listed in this chapter shall be determined by the Board of Zoning and Building Appeals.
   (b)   Fractional numbers shall be increased to the next whole number.
   (c)   The total number of parking spaces shall be based on the cumulative total required for all uses occurring on the site.
