No person shall commence the construction or physical layout of any structure or initiate any change in land use without first obtaining a zoning compliance permit (ZCP).

Zoning compliance permits for the uses of right in each zoning district may be obtained from the building inspector upon submission of a sketch plan and a finding by the building inspector that the proposed structure or change in land use complies with the provisions of this division.

Zoning compliance permits for the conditional uses in each zone must be obtained from the commission. The procedures for conditional use applications may be found in Chapter 18.48.

Departure from the sketch plan submitted to the building inspector or planning commission or, in the case of conditional uses, from the conditions imposed by the commission voids the zoning compliance permit and may result in the levying of penalties provided for in this division.
