28.- HIGHWAY BUSINESS DISTRICT HBD
The highway business district is established to provide an area for businesses with extensive land requirements and which are dependent on automobile access and on-site parking.

Uses of right shall be retail businesses, professional offices, and other commercial or public uses with on-site parking and which do not require a permit under the provisions of the International Fire Code; temporary structures incidental to construction activities.

Conditional uses shall be retail businesses, professional offices, churches, and other commercial or public uses with on-site parking which require a permit under the provisions of the International Fire Code, dwellings for watchmen or guards, commercial campgrounds, single and multifamily dwellings complying with Greybull Municipal Code Section 18.32.070 (multiple-family dwellings) or 18.32.080 (single-family dwellings and duplexes).

The highway business district is included within fire zone No. 2 established in the International Building Code.

The following performance standards apply to all uses in the highway business district:
A.
Any use which contributes toxic substances, heavy metals, or other unusual waste loads to the town's sewerage system shall provide adequate pretreatment before such wastes enter the sewerage system.
B.
All structures shall be set back 25 feet from the curbline, 25 feet from the boundaries of the MRD's or RD's and ten feet from alleys.
C.
Adequate on-site or nearby parking for employees, customers, and vehicles used in or servicing the development, shall be provided. Parking areas shall have adequate lighting and drainage and shall not create excessive amounts of blowing dirt or dust.
D.
Lot coverage by structures other than advertising signs and yard lights shall not exceed 60 percent. The remaining lot area may be devoted to materials handling and storage, sales areas, and parking provided that ten percent of the lot area is devoted to landscaping.
E.
Access from highway business uses to public streets shall have a clear line of sight and shall be spaced in accordance with the International Traffic Code.
