If the Enforcing Officer determines that the application or plans as submitted fail to satisfy the requirements of this chapter, he shall refuse to issue a Building Permit. If a Building Permit is so denied, the Enforcing Officer shall promptly cause to be sent to the applicant a notice of the Officer's action, which shall specify, in writing, the grounds upon which the denial was made. The applicant then may apply to the Zoning Board of Adjustment for a reversal of the Enforcing Officer's refusal to issue a Building Permit.
