POR parks, open space and recreation district.
A.
[Intent.] This district is composed mainly of recreation-oriented areas or structures. The district regulations are designed to provide a balance of active and passive recreation opportunities to meet neighborhood and community needs, and to facilitate preservation of scenic and natural values, and ecosystem management.
B.
[Purpose.] The POR district is primarily designed to implement parks, recreation, open space and natural resource preservation objectives and policies as defined by the city. In addition, private property owners may request application of the POR district for open or natural area that meet the purpose of this district and the definition for non-publicly owned open space.
C.
Permitted uses. No building shall be converted or erected for dwelling quarters; provided, however, dwelling quarters may be established in connection with any use permitted under this section for watchmen and/or caretakers employed upon the premises. Any building or premises may be used for any other purposes not in conflict with this or any other ordinance of the city; provided, however, the following uses must be approved by the city council after report by the planning and zoning commission.

Arenas and auditoriums.
2.
Baseball or football fields.
3.
Enclosed or open stadium.
4.
Golf course, tennis court and/or public swimming pool.
5.
Any accessory uses and buildings incidental to any of the above uses.
D.
Permitted signs.
1.
Illuminated or nonilluminated identification signs pertaining to the permitted uses in this district, maximum area at each major entrance of the area to be 50 square feet.
2.
Building identification signs not to exceed 25 square feet and directional signs not to exceed five square feet per building and per use.
3.
Scoreboards, maximum 150 square feet area.

Height regulations. No building shall exceed 45 feet in height.
F.
Area regulations. A building hereafter constructed for uses permitted in this district shall be located so as to comply with the following minimum requirements:
1.
Front yard: 30 feet.
2.
Rear yard: 30 feet.
3.
Side yards: 20 feet each.
G.
Parking regulations. Parking regulations shall be provided in section XVI, Off street parking regulations.
