A.

Land and new buildings.

No building hereafter erected, nor any land, shall be used or occupied in whole or in part until the certificate of use or occupancy and compliance shall have been issued by the regulatory director.

No permit for excavation for, or the erection or alteration of any building, shall be issued before the application has been made and approved for a certificate of use or occupancy and compliance, and no building or premises shall be occupied until that certificate and permit has been issued.

B.

Changes in use and occupancy.

After a change of use or occupancy to a more restrictive use has been made in a building or land, the reestablishment of a prior use that would not be permitted in a new building on the lot is prohibited unless all the applicable provisions of this ordinance are complied with.

This section shall in no case be construed as requiring the owner, owners, or authorized agents of property for which a certificate of use or occupancy and compliance has been issued, in the event of ownership or tenancy only, without a change in use or intended use, to obtain a certificate for any existing building, provided that no repairs, alterations, or additions are proposed for such building.

C.

Plats.

All applications for building permits shall be accompanied by a plat of the building site (site plan) in triplicate, prepared by a civil engineer or land surveyor, licensed in the State of Louisiana, showing the actual dimensions of the lot to be built upon the size, height and location of the building to be erected, converted, enlarged, reconstructed or structurally altered or relocated, the size and location of any existing buildings on the lot, all servitudes and restrictions, and such other information as may be necessary to provide for the enforcement of these regulations. All required parking areas and access driveways must be shown and the individual car stalls clearly indicated. A careful record of such applications and plats shall be kept in the office of the regulatory director.
