Sec. VI

R-1B single-family residential district.

A.

[Use and purpose of district.] This district is composed mainly of areas containing single-family dwellings and open areas where similar residential development seems likely to occur. The district regulations are designed to protect the residential character of the areas by prohibiting all commercial activities; to encourage a suitable neighborhood environment for family life by including among the permitted uses such facilities as schools and churches; and to preserve the openness of the areas and safety of its residents by requiring certain minimum yard and area standards to be met. No commercial vehicles as defined by this ordinance shall be parked in a R-1B residential district.

B.

Permitted uses. Same as in R-1A single-family residential districts. In R-1B single-family residential districts, only the following uses are permitted:

1.

Single-family dwellings. No mobile home or trailer shall be allowed in this district.

2.

Bulletin boards for churches, temples, educational institutions or public buildings only and signs not exceeding four square feet in area, pertaining to the rental, lease, or sale of a building or land; provided, however, that not more than one sign of the above character shall be permitted on any lot.

3.

Camping and/or recreational vehicles. Camping and/or recreational vehicles (one ton capacity and under) may be parked or stored on private property subject to the following conditions:

a.

If the camping and/or recreational vehicle is parked or stored outside of a garage, it shall be parked or stored only to the rear of the front building line of the lot.

b.

Recreational vehicles shall not be occupied or used for living, sleeping or housekeeping purposes unless there are extenuating circumstances (i.e. fire, flood or other natural disaster) for which a permit allowing living, sleeping or housekeeping purposes at the location of the property effected may be granted by the city administration for a limited time, not to exceed six months with a one time extension of up to an additional six months and extensions beyond that upon approval by the city council of up to six month intervals.

c.

Notwithstanding the provisions of subparagraph a, such vehicles may be parked anywhere on the premises for loading or unloading purposes, providing it does not exceed a 24 hour period.

4.

Churches and temples on sites having a minimum lot area of 20,000 square feet.

5.

Fire stations.

6.

Library (public).

7.

Museums and art galleries on sites having a minimum lot area of 20,000 square feet.

8.

Public-owned parks and playgrounds, dedicated streets.

9.

Public and private schools meeting all requirements of the compulsory education laws of the State of Louisiana, and when approved by the department of education, Louisiana State Fire Marshal, department of health and other necessary local, state, or federal agencies.

10.

Telephone exchange, but not including administrative offices, shops or garages.

11.

Accessory buildings or similar uses, including private garages and uses customarily incidental to any of the above listed uses when located on the same lot and not involved in the conduct of a business.

C.

Area regulations.

1.

Yard.

a.

Front yard.

i.

There shall be a front yard having a depth of not less than 20 feet.

ii.

On through lots, the required front yard depth of 20 feet shall be provided on both streets.

b.

Side yard.

i.

There shall be two unobstructed side yards, one on each side of the building, provided that in no case shall either side yard be less than five feet.

ii.

On corner lots, the side yard abutting the side street shall not be less than ten feet.

c.

Rear yard.

i.

[Generally.] There shall be a rear yard having a depth of not less than 20 feet.

ii.

Key lots. The set back of the rear yard of the corner lot shall be 20 feet.

2.

Lot area.

a.

The minimum width of lots shall be 50 feet at the front property line or at the front building line in the case of irregular shaped lots. Each lot shall contain a minimum area of 5,000 square feet.

D.

Height regulations. No building shall exceed 35 feet in height.

E.

Off-street parking requirements. Off-street parking requirements are provided in section XVI.
