Off-street parking regulations.

A.

Off-street parking requirements. An off-street parking space shall be provided on any lot on which any of the following listed uses are hereinafter established. Parking spaces(s) or area in residential and medical districts may be located on any portion of a lot except in the required front yard and shall be hard surfaced. When a use is increased in capacity by the addition of dwelling rooms, guest rooms, floor area or seats, the minimum off-street parking shall be provided for such increase. All spaces or areas used for parking, whether required or not, shall be hard surfaces. The required space in all districts shall be impervious hard surfaced including access drives leading to parking spaces and aprons from the property line to the edge of the street. The impervious surface may be either asphalt or concrete. Should the owner or developer desire that a finish surface of stone or masonry be installed; there must be a base of asphalt or concrete sufficient to prevent the intrusion of water and to withstand the finish surface without cracking.

B.

Use.

1. Automobile, repair garage 1 space for each employee plus 1 space for each 500 square feet if floor area
2. Auditoriums, arenas, assembly halls and theatres 1 space for each 4 seats
3. Boarding[house] and loading houses [lodginghouse] 1 space for each bedroom plus 1 additional space for resident manager
4. Bowling alleys 5 spaces per alley
5. Business and professional offices floor area 1 space for each 300 square feet of gross
6. Churches, temples and other places of worship 1 space for each 10 seats in main auditorium
7. Clinics 1 space for each 200 square feet of gross floor area
8. Clubs and lodges 1 space for each 3 members plus 1 space for each 60 square feet of floor that is available to the public
9. Commercial establishments not catering to retail trade 1 space for each employee on the largest shift plus 1 space per 300 square feet of office space
10. Dance halls, exhibition halls, bingo halls and gymnasiums 1 space for each 50 square feet of gross floor area
11. Dwelling:
Single-family 1 space per dwelling unit
Townhouses 1 space per dwelling unit
Two-family 1 space per dwelling unit
Multiple-family 2 space per dwelling unit
12. Furniture store, marine store and appliance center 1 space for each 600 square feet of gross floor area
13. General business, commercial or personal 1 space for each 200 square feet of service establishments catering to retail trade, including supermarkets, drugstores, etc.
14. Hospitals 1 space for each 4 beds plus 1 space for each staff doctor, plus 1 space for each 4 employees, including nurses
15. Home for the aged, nursing and convalescent home 1 space for each 4 occupants plus 1 space for each physician and other persons regularly employed on premises
16. Hotels, motels, tourist courts 1-1/2 spaces for each guest room plus 1 space for each 4 employees
17. Libraries and museums 1 space for each 300 square feet of gross floor area
18. Nursery, day care or kindergarten 1 space for 8 children enrolled, plus 1 space per employee
19. Restaurants, lounges, nightclubs 1 space per 200 square feet gross floor space
20. Schools, dancing and music for child's classes 1 space for each 6 pupils or students plus 1 space per instructor for adult classes 1 space for each 60 square feet of gross floor area
21. Schools, public and private Elementary and junior high schools, Colleges, universities, trade, industrial, high and business schools 1 parking space per classroom plus 1 parking space per classroom, laboratory or manual training shop plus office area requirements. 3 parking spaces per classroom, laboratory of other teaching room plus office area requirements
22. Schools having auditoriums or gymnasiums Parking requirements of paragraph #21 plus 1 space for each 3 seats in the auditorium 1 space for each 60 square feet of gross floor area in the gymnasiums, whichever is greater
23. Stores and shops for services and trades 1 space for each 200 square feet of gross floor area

 

C.

Off-street loading requirements. Every hospital, institution, hotel, commercial building, retail and wholesale operation with a gross floor area in excess of 5,000 square feet requiring the receipt of distribution vehicles of materials and merchandise shall have at least one permanently maintained off-street loading space for each 5,000 square feet of gross floor area or fraction thereof, and so located as not to hinder the free movement of pedestrians and vehicles over a sidewalk, street or alley. In no case shall the loading area be considered part of the required off-street parking area.

D.

Striping requirements. All required commercial parking spaces shall be striped with painted lines four inches wide using paint designated for that purpose by the paint manufacturer. Painted stripes on concrete shall only be colored yellow. Painted stripes on asphalt shall be either yellow or white. Handicap striping shall be blue, in accordance with ADAAG requirements. Measurements of parking spaces shall be from the center of the stripe, except on the end space. Wheel stops, which are required to prevent vehicles from overhanging property lines and walkways, shall be painted yellow. Spaces shall be as shown in Appendix 2.
