Title and purpose.

This ordinance shall be known, referred to, and recited as the comprehensive zoning law of the city, Ordinance No. 1333.

The purpose of this ordinance is to divide the city into districts and within said districts to regulate and to restrict the height, number of stories, and size of buildings and other structures; the size of yards, courts, and other open spaces; to regulate the density of population, and the location and use of buildings, structures, and land for the appropriate and best use of land and for preservation, protection, development and conservation of natural resources.

The zoning regulations and districts as herein established have been made in accordance with a comprehensive plan for the purpose of promoting health, safety and the general welfare of the community. They have been designed to lessen congestion in the streets; to secure safety from fire, panic and other dangers; to provide adequate light and air; to prevent overcrowding of land; to avoid undue concentration of population; to facilitate the adequate provision of transportation, water, sewerage, schools, parks and other public requirements. They have been made with consideration to the character of the district and its peculiar suitability for the [these] particular uses; and with a view of conserving the value of buildings and encouraging the most appropriate use of lands throughout the city.
