Sec. 2.12

Design Standards and Required Improvements.

The design standards listed below shall be incorporated in all proposed plats:

A.

Land Requirements. Land shall be suited to the purposes for which it is to be subdivided and be of such character that it can be used safely without danger to health or peril from flood, fire or other menace.

B.

Street System Layout.

1.

The location of all arterial streets in the proposed subdivision shall conform in general alignment to the Comprehensive Plan of Inverness. (See subsection H for street standards).

2.

The proposed street layout shall provide for the continuation or projection of existing streets in the surrounding areas unless the City Council deems such extension undesirable for specific reasons of topography or design.

3.

Streets shall be logically related to the topography to produce usable lots and reasonable grades.

4.

Minor streets shall be laid out to discourage through traffic, but provision for street connections into and from adjacent areas will generally be required.

5.

Proposed streets shall be extended to provide access to adjoining property where necessary.

6.

Adequate street rights-of-way shall be provided as necessary where lots in the proposal are large enough to permit resubdivision, or if a portion of the tract is not subdivided.

7.

Where a subdivision abuts or contains an existing or proposed arterial or other major street, the City Council may require marginal access streets, rear service alleys, reverse frontage lots or such other treatment as will provide protection for abutting properties, reduction in the number of intersections with the major street, and separation of local and through traffic.

8.

Dead-end streets shall be prohibited, except as stubs to permit future street extension into adjoining tracts, or when designed as cul-de-sacs.

C.

Street Intersections.

1.

Streets shall be laid out to intersect as nearly as possible at right angles. No street shall intersect another at an angle of less than sixty (60) degrees.

2.

Multiple intersections involving junction of more than two (2) streets shall be avoided. Where this proves impossible, such intersections shall be designed with extreme care for both pedestrian and vehicular traffic.

3.

Streets intersecting opposite sides of another street shall be laid out either directly opposite one another or with a minimum offset of one hundred twenty-five (125) feet between their center lines.

4.

Minimum curb radii at street intersections shall be twenty-five (25) feet for intersections involving only minor streets, forty (40) feet for intersections involving other type streets, or such greater radius as is suited to the specific intersection.

5.

Where a subdivision abuts or contains an existing street of inadequate right-of-way width, additional right-of-way width in conformance with the comprehensive plan will be required.

D.

Cul-De-Sac Streets.

1.

Cul-de-sac streets, permanently designed as such, shall not exceed five hundred (500) feet in length, and shall furnish access to not more than twenty (20) dwelling units.

2.

Cul-de-sac streets shall be provided at the closed end with a paved turnaround having a minimum radius to the out pavement edge or curb line of forty (40) feet.

3.

Unless future extension is clearly impractical or undesirable, a turnaround right-of-way of the same width as the street shall be carried to the property line in such a way as to permit future extension of the street into the adjoining tract.

4.

The entrances to all cul-de-sacs shall have a "Dead End" sign erected.

E.

Lots and Lot Sizes.

1.

Lot sizes and dimensions shall be in accordance with the Zoning Ordinance of Inverness.

2.

Side lot lines shall be substantially at right angles or radial to street lines.

3.

If remnants of land exist after subdividing, they shall be incorporated in existing or proposed lots, or dedicated to public use, if acceptable to the city.

F.

Easements and Alleys.

1.

Easements with a minimum width of fifteen (15) feet shall be provided as necessary for utilities.

2.

To the fullest extent possible, easements shall be centered on, or adjacent to, rear or side lot lines.

3.

Where a subdivision is traversed by a watercourse, there shall be provided a drainage easement or right-of-way conforming substantially with the line of such watercourse or of such width as will be adequate to preserve natural drainage and provide mechanical maintenance.

G.

Blocks. The length, width and shape of blocks shall be determined with due regard to the following:

1.

Provision of adequate sites for buildings of the type proposed;

2.

Zoning requirements;

3.

Topography;

4.

Requirements for safe and convenient vehicular and pedestrian circulation;

5.

Pedestrian through walks may be required where necessary to assist circulation or provide access to community facilities. Such crosswalks shall have a width of not less than ten (10) feet and a paved walk of not less than four (4) feet.

H.

Streets. Streets and other public ways shall be constructed in accordance with the following standards:

1.

Subgrade for streets shall be of a good clean acceptable material as determined by the city engineer. (See Table 1, which follows and Sections 48.10 through 51.60 of the Policy Handbook)

2.

Streets shall have a subbase of limerock, cement or its equivalent. (See Table 1, which follows.)

3.

Surfaces shall be applied to a prime base in accordance with the Florida Department of Transportation's current specifications. (See Table 1, which follows.)

4.

Swales and other drainage improvements shall be designed and proposed by the developer's engineer, subject to approval by the public works director; and, the side slope shall be a minimum of five (5) feet from the edge or pavement.

5.

All side slopes and shoulders shall be either seeded or sodded, subject to approval by the public works director.

6.

All rights-of-way shall be cleared of trees (except Heritage trees) and other vegetation, and seeded or sodded, within a minimum of fifteen (15) feet of the edge of the pavement, unless the swale slope dictates otherwise; and, all swales shall be sodded completely. Swale widths shall be subject to review and approval by the public works director, as shall be the decision as to whether the cleared portion of a right-of-way shall be seeded or sodded.

I.

Municipal Water Supply.

1.

The subdivision shall be provided with a complete municipal water distribution system, including a connection for each lot.

2.

Fire hydrants will be required at a maximum radius per hydrant of five hundred (500) feet, spaced to provide one hundred (100) percent coverage of the entire subdivision.

1. For arterial and collector streets only, the contractor will submit soil samples to a state-approved testing laboratory, with certification of the results to the public works director.

2. For all streets, the subbase will be sealed and sanded prior to paving. For all streets, the contractor will submit samples to a state-approved testing laboratory, with certification of the results to the public works director.

3. All streets privately owned or to be dedicated to the city will be to city specifications and inspected by the public works director.

J.

Municipal Sanitary Sewer System. Construction and design requirements (per Policy Handbook Sanitary Sewer System ): Where a municipal sanitary sewer system is reasonably accessible, as determined by the City Council, sanitary sewers shall be installed to adequately serve all lots with connections to the municipal system. Where lots can not be served by municipal sanitary sewer, the subdivider shall obtain approval of lot sizes from the City Council and State Department of Health and Rehabilitative Services.

Individual septic tanks and disposal fields shall meet all requirements of the State Department of Health and Rehabilitative Services, shall comply with the following:

1.

Any collection and/or treatment facilities proposed shall be designed and installed to city specifications so as to facilitate their connection and conversion to a municipal system when constructed;

2.

No disposal field shall deposit its effluent within one hundred (100) feet of any water areas;

3.

All disposal systems in floodprone areas shall conform to Chapter 9.5 of the Code of Ordinances.

K.

Other Utilities. All electrical power, telephone and other utility lines shall be installed in easements provided for along the appropriate property lines. Utility lines shall be installed underground.

L.

Sidewalks.

1.

Sidewalks, if required shall be sixty (60) inches wide, four (4) inches thick, three thousand (3,000) pounds per square inch concrete.

2.

If a bicycle path is adjacent to the sidewalk, the combined width of the sidewalk plus bicycle path shall be seventy-two (72) inches. All sidewalks and bicycle paths shall be elevated a minimum of one (1) inch, with a slope adequate for drainage.

3.

At driveway and street intersections, sidewalks and bicycle paths shall be sloped down to the grade of the street or driveway.

4.

All sidewalks and bicycle paths shall be immediately adjacent to the edge of the right-of-way.

5.

Wire reinforcing mesh shall be utilized within six (6) feet of any street or driveway intersection.

6.

Expansion joints shall be installed at intervals not to exceed fifteen (15) feet. Control joints shall be installed at intervals that do not exceed the width of the concrete.

7.

Generally, sidewalks and bikeways will be required where:

a.

The density exceeds four (4) dwelling units per acre;

b.

Sidewalks have already been installed or approved on contiguous properties;

c.

Proposed by the Inverness Comprehensive Plan.

M.

Street Name.

1.

Street name signs.

a.

Street name and approved traffic-control signs designed, constructed and mounted in accordance with city standards shall be placed at the intersection of or along each street or thoroughfare in the subdivision.

b.

Street names are subject to Building and Zoning Department approval to avoid duplication.

c.

Street numbers will be assigned by the Building and Zoning Department.

N.

Street Lights. Street lights shall be required in any subdivision of six (6) lots or more. The spacing, intensity and type of such lights shall be approved by the Development Review Committee and included on the construction plans.

O.

Clear Visibility Triangle. In order to provide a clear view of intersecting streets to the motorist, there shall be a triangular area of clear visibility formed by two (2) intersecting streets. The following standards shall be met:

1.

Nothing shall be erected, placed, parked, planted or allowed to grow in such a manner as to materially impede vision between a height of two (2) feet and ten (10) feet above the grade in the clear visibility triangle. (See Figure 2.6)

2.

Intersections of driveways with streets. Beginning at the intersection of the driveway edge with the street right-of-way, as projected where rounded, thence along the street right-of-way, for a distance of thirty (30) feet, thence in a straight line across the property to a point on the edge of the driveway thirty (30) feet from the point of beginning. Where driveways are curved or intersect with the street at other than right angles, a visibility triangle shall be provided giving equivalent visibility to drivers of cars on and entering the street. The visibility triangle shall be provided on each side of a driveway.
