No Service Facility shall be erected or installed except in compliance with the provisions of this Section. Service Facilities located on property owned, leased or otherwise controlled by the Village shall be exempt from the requirements of this Section provided a lease, franchise or other written agreement is entered into after adoption of this ordinance, or where a license authorizing such Service Facilities has been approved by the Village Board. Where conflicts exist between this Section and the remainder of the Zoning Ordinance, the provisions of this Section shall govern.
