The propose of this Section is to alleviate or prevent the congestion of the public street and promote the safety and welfare of the public by establishing minimum requirements for the off-street parking and loading an unloading of motor vehicles in accordance with the use to which property is put. This section also provides parking standards for other modes of transportation such as bicycles, motorcycles, scooters, and mopeds.
