To classify all of the unincorporated area of Lassen County as an A-1 general agricultural district in which the regulations of Chapter 18.16 of this title shall apply. No portions of such area may be included, under the provisions of this title, in any other district, except by amendment of this title by ordinance of the board of supervisors. The amendment procedure is set forth in Chapter 18.124;

To provide the means whereby any of the communities in the unincorporated area of the county may, upon the request of the property owners affected, secure mere detailed zoning protection, details of which may be developed in public discussions and advertised public hearings with the assistance of the planning commission, and made effective by ordinance adopted by the board of supervisors following additional advertised public hearings;

To ensure that county zoning is consistent with the county general plan, in accordance with Section 65860 of the California Government Code, and to provide a means, through the zoning ordinance, to implement the general plan.
