88 F FLOODPLAIN COMBINING DISTRICT
§ 18.88.010 Intent.
The F combining district is intended to be applied to areas where inundation is caused by periodic overflow and backwater, and where such high water may cause substantial structural damage, erosion and/or collapse of stream embankments. Such areas shall be identified on appropriate documented maps known as "flood hazard boundary maps," or by other detailed information or surveys. The purpose of the regulations set forth in this chapter are to provide for the protection of the public health, safety and welfare by preventing the loss of lives, minimizing property damage in real and personal property, to protect the environment of flood-prone areas during periods of flooding, and minimize the expenditure of public funds directly and indirectly related to the damage made possible by allowing such hazardous conditions to exist. Furthermore, these regulations are intended to encourage land uses which are suitable for and which will contribute to the orderly and appropriate long-range use of flood hazard areas.

§ 18.88.020 Other provisions.
When the F district is combined with one or more of the other land use classifications of this title, the provisions of the F district shall be in addition to the regulations of the companion zoning district; provided, that the more restrictive regulations shall prevail.

§ 18.88.030 Uses permitted by right.
Uses permitted by right in a F district shall be as follows:
(1)
Grazing, field crops, tree farming, livestock grazing and other nonintensive agricultural and open space uses of a similar nature, but not including commercial feedlots or dairies;
(2)
Public utility lines and pipelines;
(3)
Buildings and structures accessory to agricultural uses for the storage of goods and equipment and the shelter of animals, but not including residences of any type or the storage of petroleum products in excess of five hundred gallons.

§ 18.88.040 Uses permitted by use permit.
Uses permitted by use permit in a F district shall be as follows:
(1)
Public parks, recreation areas and facilities, including boat ramps, docks, picnic grounds, campgrounds, recreational vehicle parks, baseball and other sports fields, and other similar uses involving the open use of land without structures or improvements which would be situated in the identified floodplain;
(2)
Commercial livestock feedlots and dairies;
(3)
Surface mining and other commercial excavation;
(4)
Construction of levees, dikes, and other structures designed to divert or obstruct the flow of floodwaters that could potentially result in effects on adjoining land uses;
(5)
Residential, commercial or industrial buildings, mobile homes, accessory residential structures, and storage of petroleum products in excess of five hundred gallons if such uses are allowed and according to the regulations by which they would be allowed in the companion zone, and if they comply with the development standards outlined in this chapter;
(6)
Exploration of geothermal, gas, oil and other hydrocarbon resources;
(7)
Electrical generating facilities utilizing biomass, cogeneration, gas, oil, geothermal, solar, hydro and wind resources.

§ 18.88.050 Development standards.
Except as otherwise provided in this chapter, development standards in a F district shall be those specified for the companion district. Special standards for F combining districts shall be as follows:
(1)
For all residences and structures, except those identified in subsection (3) of Section 18.88.030:
(A)
An earth pad shall be constructed, pursuant to the requirements of Chapter 70 of the Uniform Building Code as adopted by the county, so that the top of the concrete floor slab or the bottom of the beams supporting the finished wood floor of a wood frame building, or the bases of the supports of a mobile home, will be a minimum of one foot above the floodwater plain as shown in a development plan approved by the county engineer; or
(B)
All permanent buildings are to be protected from flooding by dikes, levees, or other flood protection works whose design has been approved by the department of public works and/or responsible state agencies;
(2)
Individual sewage disposal systems shall be protected by flood control devices approved by the health department and/or responsible state agencies so as to minimize the potential infiltration of floodwaters into the systems and discharges from the systems into the floodwaters.
(3)
Sources of domestic water supply, e.g. wells and springs, shall be protected by flood-control devices approved by the health department and/or responsible state agencies so as to minimize the infiltration of floodwaters thereinto.
