76 Y-C AIRPORT COMMERCIAL DISTRICT
§ 18.76.010 Intent.
The intent of the Y-C district is to encourage, enhance and protect the appropriate development of compatible commercial uses on airport lands and on suitable lands adjacent or proximate to an airport.

§ 18.76.020 Applicability.
The regulations set out in this chapter shall apply to all Y-C districts and shall, unless otherwise specified, be subject to Chapters 18.102 through 18.108 of this title. Nothing in this chapter shall be construed to supersede or limit any provision of Chapters 18.132, 18.134 and 18.136 or any chapter establishing provisions for airport approach zones.

§ 18.76.030 Uses allowed by right.
Uses allowed by right in a Y-C district shall be as follows:
(1)
Airports and airstrips, subject to all applicable regulations of the Federal Aviation Administration;
(2)
Facilities incidental to the safe operation and routine maintenance of airports and airstrips, e.g., light, radio, and radar facilities;
(3)
Aircraft fueling facilities;
(4)
Private, noncommercial, aircraft storage, service and repair hangars;
(5)
Agricultural use of vacant lands.

§ 18.76.040 Uses allowed by use permit.
Uses allowed by use permit in a Y-C district shall be as follows:
(1)
Terminal facilities;
(2)
All commercial activities related to aviation, e.g., airline and air freight offices and facilities, aircraft service and repair shops, flight training schools;
(3)
Aircraft and aviation accessory sales;
(4)
Professional offices;
(5)
Restaurants and curio shops;
(6)
Hotels and motels;
(7)
Warehouses, storage and distribution facilities;
(8)
Automobile service stations, but not including repair shops and body shops;
(9)
Caretaker dwellings;
(10)
Public buildings or uses, e.g., ownership or management by city, county, state, or national government or special district.

§ 18.76.050 Development standards.
Unless otherwise specified in an approved use permit or as specified in the standards of a detailed development plan for a particular airport, the minimum setbacks in a Y-C district shall be as follows:
(1)
Front. Twenty feet; provided, that where four or more lots in a block have been improved with buildings, prior to the adoption of this title, the minimum front yard shall be the average of the improved lots if less than the required twenty feet, but not less than fifteen feet;
(2)
Side. None, except as required by other regulations, and except that buildings, structures, or edifices shall not be less than fifty feet from the centerline of any public roadway;
(3)
Rear. Ten feet;
(4)
Building Height Limit. Thirty-five feet above grade.

§ 18.76.060 Special provisions.
Special provisions in a Y-C district shall be as follows:
(1)
No use shall be permitted in any district which would interfere with the landing or taking off of aircraft at any airport or otherwise constitute an airport hazard, whether or not such would otherwise be permitted under the provisions of this title.
(2)
No operation shall emit electrical, electronic, or radio emissions which will interfere, obstruct or adversely affect the operation of air navigation aids and radio communications or which in any manner violate the applicable provisions of the Federal Air Regulations of the Federal Aviation Administration.
(3)
For off-street parking, provisions of Chapter 18.104 of this title shall apply. All off-street parking areas shall be paved.
(4)
All development shall be subject to design review according to the provisions of this title.
